MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 19, 1992 SUBJECT: Hearing on Proposed Amendment to the Priority List of the Transportation Development Act Article 3 Funds for Bicycle/Pedestrian Path Projects for Fiscal Year 1992-93 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: A APPROVE request from the City of Walnut Creek for an extension of time on their 1989-90 TDA grant for the construction of the Mokelumne Aqueduct Bike Way located on the East Bay Municipal Utility District right of way between Geary Road and Oak Park Boulevard. B AMEND Contra Costa County's priority list for Transportation Development Act Article 3 Funds for Bicycle/Pedestrian Path Projects for fiscal year, 1992-93, to include a reallocation of $100,000 in TDA funds and DIRECT the clerk of the Board to forward this amendment to the Metropolitan Transportation Commission (MTC) for final approval and reallocation of funding effective July 1, 1992. PROJECT/SPONSOR RECOMMENDED TDA ALLOCATION 1. Manor Road/Loma Linda Drive - County (EI Sobrante) $88,000 2. St. Stephens Bike Path - Orinda $103,000 3. Reliez Valley Trail - Martinez $156,577 4. Bicycle Safety Education Program - Health Services $5,000 5. Iron Horse Trail Phase I San Ramon (carry over) $52,000 6. Mokelumne_Bikeway - Walnut Creek (carry over) $100,000 TOTAL $499,577 Should any additional TDA funds become available during the course of the fiscal year,the Reliez Valley Trail project would receive the funds up to their request amount of $213,261. Financial Imp act: No Impact to the County General Fund. III. Reasons for Recommendations and Background: On March 17, 1992 this board approved Contra Costa County's priority list for TDA funds for Bicycle/Pedestrian Path Projects for fiscal year 1992-93. This was the culmination of an application process for TDA funds that began in October of 1991. The City of Walnut Creek subsequently requested an extension of time on their 1989-90 TDA grant for the construction of the Mokelumne Aqueduct Bike Way between Geary Road and Oak Park Boulevard. The deadline for incurring costs for that TDA grant is June 30, 1992. Due to environmental concerns and negotiating a license agreement with EBMUD, the City of Walnut Creek will not be able to meet the TDA grant time line, even though they will be constructing the project this summer. As a result, they have requested an extension of.time for their 1989-90 grant. In order to extend the time limit of TDA funds for this project, the funds must be reallocated with the current 1992/93 funding cycle. In order for MTC to consider a request for reallocation, the priority project list must be amended to include the Walnut Creek project for fiscal year 1992-93. The City/County Engineering Advisory Committee considered this request from the City of Walnut Creek at their April 3, 1992 meeting and recommended approval. The Conference of Mayors considered the same item ,at their May 7, 1992 meeting and also recommended approval. This priority list remains unchanged from the list approved by this Board on May 17, 1992 except for the addition of the Walnut Creek project. The Transportation Committee has reviewed and approved this request by the City of Walnut Creek. Subsequent to adoption of this amendment to the priority list by the Board of Supervisors, the list must be forwarded to the Metropolitan Transportation Commission for final approval and funding reallocation. IV. Consequences of Negative Action: Failure to approve the reallocation and project list amendment will limit the time for the City of Walnut Creek to utilize the TDA funds until June 30, 1992. This will result in the City losing the TDA grant funds for their project.
