MICHAEL WALFORD, CHIEF ENGINEER DATE: May 19, 1992 SUBJECT: ADOPT COUNTY SANITATION DISTRICT NO. 6 ENGINEER'S REPORT, and INTRODUCE ORDINANCE NO. 1 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: A. FIND, on the basis of the initial study and all comments received, that there is no substantial evidence that the project will have a significant effect on the environment, ADOPT the Negative Declaration in compliance with the California Environmental quality Act, and DIRECT the Director of Community Development to file a Notice of Determination and a Certificate of Fee Exemption: De Minimis Impact Finding with the County Clerk. DIRECT the Chief Engineer to arrange for payment of the $25.00 filing fee to the County Clerk. B. APPROVE the Project and ADOPT the Engineer's Report for County Sanitation District No. 6. C. INTRODUCE Ordinance No. 1 setting forth the rules and regulations for operation of the District. Financiallmpact: The above actions have no impact on County finances. Services to Sanitation District No. 6 are funded entirely by the.annual sewer service charges. Ill. Reasons for Recommendations and Background: Formation of County Sanitation Districts require the adoption of an Engineer's Report and. Ordinance setting forth the rules and regulations for operation of the District. IV. Consequences of Negative Action: The collection and treatment of waste water is necessary to protect the public health and the environment.
