Heyne, Employee Relations Manager, and Bob da Roza, Business Representative, Contra Costa County Employees' Association, Local No. 1 regarding economic terms and conditions for 1991-1993 for those classifications represented by the Head Start Unit. Box 222 Martinez CA 94553 Y ' RE: WAGE & BENEFIT AGREEMENT - HEAD START UNIT Dear Mr. da Roza: This Side Letter memorializes agreements on wage and benefit adjustments between the County on behalf of the Community Services Department and Contra Costa County Employees' Association, Local No. One effective October 1, 1991. ��V 7"' \-� BW-FQ*W�- 04 For employees in the Head Start Unit the following wage and benefit agreements have been reached: 1. Wa es. Effective May 1, 1992, all classifications in the Head Start bargaining unit shall be adjusted upward on the basic salary schedule by 42 levels (4.28730) . 2. Lump Sum Payment. All persons who occupy a permanent position in any class in the Head Start Unit or who are authorized as limited term employees on May 1, 1992 shall be retroactively compensated back to October 1, 1991 for the 42 level increase noted above. In lieu of a retroactive pay requiring special payroll recomputation processing back to October 1, 1991, the County will make a lump sum payment to each employee for the period from October 1, 1991 through April 30, 1992 computed as follows: Employee regular pay, overtime pay and specific other earnings ordinarily computed as a percentage of base pay will be added together-for each applicable pay period to determine the Retro Pay Base (RPB) . This base will be multiplied by 4.2 The payment amount thus computed will be added to the employee's June 10, 1992 paycheck where it will be listed separately as a LUMP SUM PAYMENT and will be subject to normal tax withholding and retirement deduction requirements. Any employee believing there is an underpayment resulting from this methodology exceeding $30.00 may contact the Personnel Department and the Auditor's office will investigate and issue the additional pay, if owed, as soon as possible. All provisions regarding lump sum payment in lieu of retroactive pay shall be applicable to any and all employees who retired during the period October 1, 1991 through April 30, 1992. 3. Health and Welfare. Benefits for employees in this unit are the same as those shown in Section 17 of the 1991-1993 MOU between the County and Local One as modified by the January 1991 settlement agreement between the County and the Health Care Coalition.
