THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on May 19, 1992 by the following vote:
AYES: Supervisors Powers, Fanden, Schroder, Torlakson and McPeak
NOES: None
ABSENT: None
ABSTAIN: None
SUBJECT: City of Concord' s Request to Continue Hauling to Acme
Landfill
The Board received a May 11, 1992 letter from Mayor Nancy
Gore of the City of Concord advising that since the Concord Disposal
rates, adopted May 5, 1992, are based on fees currently in effect at
the Acme facility, it is important for the City to understand the
capacity balance at Acme, and the total cost of waste handling for
Keller Canyon, assuming some transfer facility fee will be imposed at
Acme.
Mayor Gore noted that it is difficult for the City to go
back to its rate payers every couple of months based on changing
landfill fees; and based on the City Council' s decision to adjust
disposal fees predicated on the Acme landfill rates, it is requesting
that its franchisee, Concord Disposal, continue hauling to the Acme
Landfill for waste disposal until that facility is officially closed.
IT IS BY THE BOARD ORDERED that the aforesaid communication
is REFERRED to the Director of Community Development and County
Counsel for recommendation.
In connection therewith, the Board hereby REQUESTS a report
with information on who controls the waste stream through the transfer
stations; who decides who is allowed to dispose of waste directly in
the remaining space at Acme Landfill and who has to use the transfer
station; who has control over how fast Acme is being filled up; and an
itemization, by community and by hauler, of the disposals at Acme and
Keller Canyon Landfills.

Dear Chair McPeak and Supervisors:
On Tuesday, May 5, 1992, the Concord City Council approved a garbage rate increase for
Concord residents based on the additional cost of disposal with the closure of the Antioch
Landfill. The new rates were based on the difference in cost between the Antioch and Acme
facilities.
Since the Concord Disposal rates are based on fees currently in effect at the Acme facility, it
is important for the City of Concord to understand the capacity balance at Acme, and the total
cost of waste handling for Keller Canyon assuming some transfer facility fee will be imposed
at Acme. It is difficult for the City to go back to our rate payers every couple of months based
on changing landfill fees.
Based on the City Council's decision to adjust disposal fees predicated on the Acme landfill
rates, we are requesting our franchisee, Concord Disposal, continue hauling to the Acme
Landfill for waste disposal until that facility is officially closed.
