SUBJECT: RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR
FUNDING UNDER PUBLIC HOUSING DRUG ELIMINATION PROGRAM
NOTICE OF FUND AVAILABILITY AND AUTHORIZING EXECUTION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3643 APPROVING submission of an application for funding
under the Public Housing Drug Elimination Program Notice of Fund Availability and
AUTHORIZE the Chair of the Board of Commissioners and the Executive Director of the
Housing Authority to execute and submit to the U. S. Department of Housing and Urban
Development all appropriate documents required by the application guidelines, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The Housin Authority will apply to the U.S. Department of Housing and Urban
Development for ?250,000 under the Fiscal Year 1992 Public Housing Drug Elimination
Program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On April 30, 19;92 the U.S. Department of Housing and Urban Development (HUD)
issued a notice that 1$140,550,000 is available in grant funds for the purpose of
implementing drug elimination programs in public housing developments. The Notice of
Fund Availability establishes a maximum grant of $250,000 for housing a authorities
with the number of units the Housing Authority of the County of Contra Costa has in
management. The application deadline is June 12, 1992. These funds are available on
a HUD Regional Office competitive basis, and the application must be submitted to the
HUD Assisted Housing Management Branch office in San Francisco.
Housing Authority staff has requested authorization to submit an application for
$250,000 for the Fiscal Year 1992 Public and Indian Housing Drug Elimination Program,
and at its Regular Meeting, the Advisory Housing Commission voted to recommend
adoption of Resolution No. 3643.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resplution No. 3643 the
Housing Authority of the County of Contra Costa would be unable to compete for
much needed Public Housing Drug Elimination Program funding.

RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR FUNDING
UNDER PUBLIC HOUSING DRUG ELIMINATION PROGRAM
NOTICE OF FUND AVAILABILITY
AND AUTHORIZING EXECUTION
WHEREAS, it is the desire of the Board of Commissioners of tli(! Housing
Authority of the County of Contra Costa to provide descent, safe
and sanitary housing for its tenants; and,
WHEREAS, the Housing Authority of the County of Contra Costa "PHA")
desires to apply to the U. S. Department of Housing and Urban
Development for $250,000 under the Fiscal Year 1992 Public Housing
Drug Elimination Program;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners that:
1. The Chair of the Board of Commissioners and the Executive
Director are authorized to submit an application foy.�' funding under
the Public Housing Drug Elimination Program Notice of Fund
Availability and to execute and submit all. appropriate documents
required by the application guidelines; and,
2. Grant amounts obtained by the Housing Authority under the
Public Housing Drug Elimination Program Notice of Fund
Availability will not substitute for activities currently being
undertaken to address the problem of drug-related crime in
public housing; and,
3. Any additional security and protective services which may be
assisted under the Notice of Fund Availability and meet the
requirements of that Notice; and,
This Resolution shall be effective immediately.
