SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR ARCHITECTURAL SERVICES
FOR TENANT IMPROVEMENTS AT 800 FERRY STREET, MARTINEZ (WPE996)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
A. APPROVE a consulting services agreement with Akol & Yoshii,
Architects & Engineers, 2540 Camino Diablo, Suite 100, Walnut
Creek, for architectural services for Tenant Improvements at 800
Ferry Street, Martinez for the Public Defender. The agreement will
be effective February 9, 1992 and will provide for programming
and schematic design services, with a payment limit of
$27,000 .00, which amount shall not be exceeded without prior, .
written authorization by the Director of General Services.
13. AUTHORIZE the Director of General Services to execute the
agreement and to issue written authorizations for extra work,
provided that the cumulative total extra cost for all such
authorizations shall not exceed $25,000.00 .
II . FINANCIAL IMPACT
Funds in the operating budget of the Public Defender are sufficient to
cover the amount encumbered by this. agreement.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND
A. On October 16, 1992 the County Administrator directed the
Architectural Division to provide feasibility studies for tenant
improvements at the "State Theater" , 800 Ferry Street, Martinez
for occupancy by the Public Defender.

FOR ARCHITECTURAL SERVICES FOR 800
FERRY STREET, MARTINEZ
B. Consequently, Kleinfelder, Inc. performed materials testing
services under an agreement effective January 15, 1992, to help
the consulting architect determine the structural capacity of the
existing building. Also, under an agreement effective January
15, 1992, Akol & Yoshii, Consulting Architects and Engineers,
reported on the feasibility of using 800 Ferry Street as a Public
Defender's office.
C. As a result of the materials testing, the feasibility report and
meetings with the Public Defender, the County Administrator
directed the Architectural Division to provide programming and
schematic designs for tenant improvements at 800 Ferry Street.
The firm of Akol & Yoshii was selected on the basis of their
knowledge of the project, and the subject agreement was
negotiated to implement the County Administrator' s directive.
D. The Consultant is 50% owned by minorities and women; 46% of the
total staff is female; 31% of the total staff is minorities .
E. The County must proceed with this agreement as it does not have
sufficient staff to provide the required services .
IV. CONSEQUENCES OF NEGATIVE ACTION
A. If this recommendation is not approved, the County will not be
able to proceed with the project. The Public Defender will not
be able to consolidate offices .
B. Construction bids have been unusually low recently. Delay could
jeopardize the ability to take advantage of this favorable
market.
