SUBJECT: Acceptance of Approximate $50 ,000 Grant on Behalf of the Contra Costa County Fire Protection District SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize. Chair, Board of Supervisors , to accept on behalf of the Contra Costa County Fire Protection District a Hazard Mitigation Grant of approximately $50 ,000 for the seismic upgrade of the Fire District ' s Communications Center . FINANCIAL IMPACT: The receipt of this unanticipated revenue will increase the amount in the Fire District ' s general fund by approximately $50 ,000 . BACKGROUND/REASONS FOR RECOMMENDATION: The Contra Costa County Fire Protection District is a public safety agency which provides fire suppression, emergency medical care, rescue, hazardous materials incident response, fire prevention and public education services to the public. The seismic upgrade of the District ' s Communications Center falls within the priority area established by the State of California for the retrofit of essential public facilities . As the nerve center of District operations , the Communications Center also provides dispatch/communications services on a contract basis to the Bethel Island, Byron, East Diablo , Moraga, Oakley, Orinda and Riverview Fire Protection Districts . Following the October 1989 Loma Prieta earthquake, a structural engineer evaluated the Communications Center and concluded the building did not meet current seismic requirements , being deficient by a factor of approximately 500. With such a deficiency, it is likely the Communications Center would suffer extensive structural damage that would hinder or eliminate its ability to operate in a major earthquake. When a catastrophe occurs , it is critical to the health and safety of the public that the Communications Center continues to function in order to coordinate the rescue and relief efforts of eight (8) Fire Districts . Now that the seismic upgrade work on the Communications Center is completed, the approximate $50 ,000 represents the maximum amount the. District could be awarded.
