RECOMMENDATIONS: A. DIRECT AND AUTHORIZE the Executive Director of the Housing Authority of Contra Costa County, on behalf of the County, to execute an Amendment of Contract No. 20-893 with Shelter, Inc. to extend the operation of the 46 bed temporary trailers for housing homeless individuals in Richmond from May 1, 1992 to May 31, 1992. B. DIRECT AND AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa and the Sheriff to execute an amendment to their Interdepartmental Agreement to add the Sheriff Department's pro- vision of meals to persons residing at the trailer shelter at 847 Brookside Drive, Richmond from May 1, 1992 through May 31, 1992. II. FINANCIAL IMPACT: The anticipated cost to extend the Trailer Shelter for one month is $27,500. This cost will be funded by city, community, and corporate donations, as well as Federal/State Homeless Grants and, if necessary, County General Funds. As of May 7, 1992, a total of $9,803.00 has been pledged or received; the remaining balance is $17,697.00, which will be funded from the above- mentioned sources. See Attachment A for the list of donors. III. BACKGROUND: The Board of Supervisors authorized a possible ninety day extension for the use of the trailer shelter at 847 Brookside Drive, Richmond, if funding was also provided by the City of Richmond and the community. The City of Richmond said it will pay for one month if the community is able to raise the funds for one month of operation. The Board of Supervisors allowed a one week extension on May 1, 1992 due to the possibility of a $5,000 contribution from the City of Pinole. Prior to this extension the trailer shelter had been operating on the basis of an emergency declaration. Continued use of the trailers is necessary to prevent or mitigate an emergency, as defined in Public Resources Code Section 21060.3, thereby exempting such action from the requirements of the California Environmental Quality Act (CEQA) as an emergency project. The extension of the use of the trailer shelter will allow an opportunity for additional contributions to come in to reimburse the County for shelter costs for the month of May. As part of the preparation for shelter closure at the end of May, the Housing Authority no longer accepts new homeless referrals for the trailer shelter.
