Request the Board of Supervisors to appoint one of the following three individuals to the County' s Integrated Waste Management (AB 939) Task Force, representing the solid waste industry, replacing Mario Aquilino, with the Internal Operations Committee's recommendation in support of Mr. Corona, but recognizing that the Internal Operations Committee considers all three candidates highly qualified and would be pleased to see any one of the three appointed to this position: * Mr. Joel David Corona, Recycling Manager Richmond Sanitary Service 3260 Blume Drive Richmond, CA 94806 * Ms. Harriette Heibel, Recycling Manager Valley Waste Management 1990 N. Community Development Director p IL BATCHELOR,CLERK OF THE BOARD OF Louise Aiello, AB 939 Project Manager, CD PERVISORS AND COUNTY ADMINISTRATOR County Counsel Appointee via Louise Aiello /M382 (10/88) BY DEPUTY I.O.-2 -2- Request staff from the Community Development Department to ask the Integrated Waste Management Task Force what their views would be on appointing one of the two remaining candidates to the "public at-large" vacancy created by the resignation of Doyle Williams and return to the Internal Operations Committee June 8, 1992 with the comments of the Task Force. 3 . If the comments of the Integrated Waste Management Task Force strongly oppose the appointment of one of. the two remaining candidates from Recommendation # 1 to the "public at-large" seat on the Task Force, authorize staff from the Community Development Department to solicit applications from community organizations for the "public at-large" seat and return to the Internal Operations Committee with the applications at a future date. BACKGROUND: There are currently vacancies on the Integrated Waste Management Task Force for a representative from the solid waste industry and for a "public at-large" member. Staff to date has had difficulty recruiting for the "public at-large" seat. There are three applications for the solid waste industry seat. Our Committee considers all three candidates highly qualified and is reluctant to select from among them for fear there will be an implication that the selected candidate is more qualified than the other two candidates . We are, therefore, submitting the names of all three candidates with a recommendation that Joel Corona be appointed to the solid waste industry seat. However, our Committee considers all three candidates so equally and so highly qualified that we would have no difficulty if the Board of Supervisors. were to select one of the other candidates for this seat. Since it has been difficult to recruit for the public seat, we advance the possibility of appointing one of the other candidates for the solid waste seat to the public seat, if the Integrated Waste Management Task Force does not have serious objections to the Board' s doing so. We have, therefore, asked staff to discuss the possibility with the Task Force and advise our Committee next month of the Task Force's comments . We would not want to appoint one of the other applicants for the solid waste seat to the Task Force as a public member if the Task Force strongly objects to the Board' s doing so. If it is clear that there are such strong objections, then we are recommending that staff be authorized to contact various community organizations seeking an applicant for the public seat. If the Task Force does not have strong objections to our appointing one of the other applicants to the public seat, then we would propose to recommend such an appointment following our June 8, 1992 meeting.
