HomeMy WebLinkAboutMINUTES - 05121992 - D.1 D. 1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 12, 1992 by the following vote: AYES: Supervisors Fanden, Schroder, and Torlakson NOES: Supervisors Powers and McPeak ABSENT: None ABSTAIN: None SUBJECT: Trust Committee for lst Choice Health Plan The matter of the composition of the Trust Committee for ' the lst Choice Health Plan was before the Board for determination this day, the matter having been continued from the May 5, 1992 agenda. The Chair noted that several members of the audience had submitted request to speak cards. The following persons appeared and commented: Jim Hicks, representing AFSCME, and Chairperson of the CCC Coalition for Health Care, requested the Board to separate the issues of how many serve on the Trust Committee and whether their time is charged to the lst Choice Health Plan, or the County General Fund. He also requested that each employee organization have a representative on the Trust Committee initially, with adjustments to be made after attendance experience has been established. Henry Clarke, representing Local No. 1, agreed with Mr. Hicks. Carl Doolittle, 14 Dan Ridge Place, Pittsburg, representing . the Health Coalition, cautioned that being a trustee is not an attractive job, that the trouble will be finding enough responsible people. He urged the Board to give the labor organizations the opportunity to participate. Billy Jo Wilson, representing the Health Coalition, commented that even if there were 13 employee representatives on the Trust Committee, both employees organizations and management representatives have only one vote each. Board members discussed the matter in some detail. IT IS BY THE BOARD ORDERED that the composition of the lst Choice Trust Committee will consist of thirteen representatives of employee organizations and thirteen management representatives for eighteen months; and if a permanent mutual agreement as to numbers of representatives has not been reached at the end of eighteen months, the representation will consist of seven employee organization representatives and seven management representatives, which number is not subject to binding arbitration. IT IS FURTHER ORDERED that the matter of the source of funds for compensation of the trust committee members be placed on the agenda for May 19, 1991 . 1 hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown.
