BE IT RESOLVED that the Board of Supervisors of Contra Costa County APPROVES
the side letter (copy attached and included as part of this document), jointly signed
by Harry D. Cisterman, Director of Personnel, and David Thacker, President,
Contra Costa County Appraisers' Association regarding economic terms and
conditions for 1991-1993 for those classifications represented by the Appraisers'
Association.

Dear Mr. Thacker:
This confirms agreement to submit this Side Letter outlining negotiated wage
increases and other issues beginning October 1, 1991 through September 30, 1993
for approval by the Board of Supervisors.
This agreement is entered into by Contra Costa County and Contra Costa. County
Appraisers' Association representatives to provide salary adjustments while a
comprehensive memorandum of understanding is being prepared. That document will
be ,finalized by the parties'as, soon as possible and then will be submitted to the
Board of Supervisors for approval.
Wage adjustments for employees represented by the Appraisers' Association are as
indicated
• Lump sum payment of 3.00% in lieu of retroactive pay from 10/1/91 to 4/30/92.
• Wage increase of 30 levels effective '5/1/92.
• Wage increase of 30 levels effective 10/1/92.
The County and the Association also agreed to the following:
GENERAL ISSUES
LeaveWithout Pay. Employees who file for leave without pay are not required to
first exhaust vacation accruals.
Transfer Policy. The County will provide the Association with a list of departmental
Administrative/Personnel Officers for members to .contact regarding transfer
opportunities. Employees who transfer to another department shall serve a three (3)
month probationary period
Disciplinary Pay Reduction. The Association and County agree to a pay reduction
not to exceed 5% for a period not to exceed 3 months as a means of discipline,
Furlough Policy, The Association and County agree to a fifteen (15) day furlough
policy. The furlough days will be granted without loss of vacation, sick leave and
floating holiday accruals.
Retirement Benefits. The County agrees to participate in a joint labor-management
committee whose specific objective will be to identify and evaluate any feasible
methods of lessening or eliminating the difference in benefit levels between Tier I
and Tier'II retirement plans. The Association is entitled to have a representative
on this committee.

Deferred Compensation. The County will study feasibility of implementing 457
Ineligible Deferred Compensation Plan.
Evaluations. In response to proposals by several employee organizations, the
County agrees to meet with labor representatives to discuss a County-wide
performance system/process, but not a County-wide performance evaluation form.
UNIT ISSUES
9/80 Schedules. The current 9/80 agreement which allows only Friday as a day off
will be modified to include Mondays.
Pay for Work in a Higher Class. Work in a higher class pay will commence on the
73rd consecutive hour.
Education Incentive. The monthly education incentive pay will increase from $40.00
to $50.00 effective August 1, 1992.
Mileage Reimbursement. The mileage allowance will be increased to a flat $.30 per
mile effective May 1, 1992.
Agency Shop. The Association and the County agreed to the implementation of an
agency shop agreement.
Special Salary Adjustments. As reflected in a side letter dated February 12, 1992,
salary adjustments of 3% effective October 1, 1991 and 3.2%.effective 10/1/92 will be
granted to the classes of Associate Appraiser and Appraiser Analyst. These
adjustments result from a comparability study performed in 1989 and are separate
and apart from general wage increases reflected in the MOU effective 10/1/91.

acceptance in the space provided below.
