MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: MAY 12, 1992 SUBJECT: STATE HIGHWAY 4/13AILEY ROAD INTERCHANGE PROJECT RIGHT OF WAY ACQUISITION STATUS REPORT PROJECT NO.: 4660-6X4158 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: ACCEPT Report from Public Works Director on meeting with property owners and tenants being relocated from the path of the Bailey Road Interchange project. II. Financial Impact: The Bailey Road Interchange project is fully funded through Measure C. III. Reasons for Recommendations and Background: On April 6, 1992, the Board of Supervisors held a special meeting in West Pittsburg. At that meeting five or six property owners whose properties are being acquired for the Bailey Road Interchange project complained that they were not being treated fairly by the County's agents. The Board directed staff to meet with the affected property owners and try to resolve the problems. Public Works staff set up a meeting at the Ambrose Community Center on April 20, 1992, to provide information on the appraisal and relocation process and to answer any questions the people affected by the project had regarding any aspect of the project. All, property owners and tenants in the project area were notified of the meeting. Sixty-five interested people attended the meeting and the makeup included owners, tenants, friends, relatives, at least one appraiser, at least one real estate broker and a newspaper reporter. Div: Public Works (R/P) of Supervisors and County Administrator cc: County Administrator GMEDA By �ah�-,�,c,c _�_c. �,, .oeputy Public Works (Major Projects) 1" STATE HIGHWAY 4/13AILEY ROAD INTERCHANGE PROJECT RIGHT OF WAY ACQUISITION STATUS REPORT May 12, 1992 Page Two The Public Works Department prepared a graphics display which included several maps and diagrams of the project showing property boundaries,the future configuration of the interchange and the location of properties used for comparable sales and replacement homes for the appraisals and replacement housing valuations. The display also included approximately 64 enlarged photographs of the comparable sales and replacement properties. Public Works staff made an oral presentation describing the project, the appraisal process and the relocation process. Staff then answered questions and addressed concerns of the people for about an hour and a half and then met individually with anyone who so desired to discuss specific personal concerns and make appointments for later meetings. Current Project Status As of April 28, 1992, Public Works has received completed appraisals and made offers to purchase 22 of the needed properties. Of these 22, we have settled with 11 (two of these since the April 20th meeting). We have relocated six owners and six tenants from the project area. Public Works staff also contacted the County Sheriff's Patrol unit for West Pittsburg area and went over the comparable sales list and relocation housing list, street by street, to determine comparability with respect to crime and drug activity. The patrol officer said that less than 10% of the houses on the list were on streets where recent drug activities are known to have taken place. We are removing those houses from the relocation housing list. Staff will continue to meet with all unsettled property owners on a regular basis until the project area is cleared.
