SUBJECT: REPORT ON MASTER PLAN FOR WATER IN EAST COUNTY AREAS; PERIPHERAL CANAL

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
la. Authorize Chair to sign a letter requesting Contra Costa Water
District consideration of lead responsibility in preparation of a
comprehensive Master Plan Program for the east county area.
1b. Direct the Community Development Department to work with Contra
Costa Water District on scope and content of a comprehensive east
county water planning effort, and establishment of a committee of
pertinent parties to provide input during the planning process .
2 . Direct the Community Development Department to go forward with
the previously authorized direct mail program of opposition to a
peripheral canal/isolated water transfer facility, despite lack of
a report from the Governor's Task Force on Water Policy.
FISCAL IMPACT
Item #2 , if authorized, would require an expenditure of up to
$20, 000 from the Water Agency budget.. Funds from the fiscal year
1991/92 are available for this purpose. This effort would go
forward in an effort to preserve water quality in the Delta, and
subsequently, to County water users.
BACKGROUND/REASONS FOR RECOMMENDATIONS
1. On January 21, 1992, Supervisor Torlakson brought to the
attention of the Board the need for a comprehensive water planning
effort for east county areas. The issue was referred to the Water
Committee, and discussed during the March 23 , 1992 meeting.

The Water Committee recommends requesting Contra Costa Water
District lead responsibility in a comprehensive planning process
for water supply and delivery because the water district is
involved either directly or indirectly in a number of separate
water planning efforts going forward at this time (enumerated in
the Board Report of 1/21/92) . The water district has indicated
their interest in seeing County concerns included in this process.
Concerns and requests for information communicated by the Board to
water districts in the recent past included short and long-term
contingency plans and options for water supply, as well as water
district ability to provide water to areas with potential for
growth as identified in the General Plan.
2 . On November 19, 1991 the Board authorized an expenditure of up
to $20, 000 for a direct mail campaign to be commenced if the
Governor's Advisory Task Force on Water Policy recommends that
planning efforts include further evaluation of isolated water
transfer facilities (i.e. peripheral canal) .
At this time, the Task Force has made some unknown recommendations
to the Governor, and it is the Water Committee's understanding that
the Task Force is currently in disagreement on two issues; first,
the strength of policy on protection of the Bay-Delta Estuary; and
second, the isolated water transfer versus through Delta facility
issue.
In the absence of an indication from the Water Task Force at this
time, the Water Committee recommends that the County go forward
with the direct mail opposition effort.

SUBJECT: MASTER PLAN PROPOSAL FOR WATER IN THE EAST COUNTY AREA

The potential for development of a Master Plan for water supply to
the east County area was referred to the Water Committee on January
21, 1992, initiated by Supervisor Torlakson. The attached Board
report outlines a number of studies and other programs which are
going forward at this time. The degree of growth expected in the
east County area, coupled with the reliance on groundwater
indicates potential need for a comprehensive management program.
By wadi of background, the Board authorized letters to water
districts in June, 1991 requesting background information regarding
contingency plans, as well as short and long-term options for water
supply, particularly in the current drought situation. More
recently, in January, 1992, the Board requested that water
districts provide information on their ability to provide water
service to areas with potential for development within the next 20
years, as identified -in the County General Plan.
In response to the above, several water agencies have provided
Master Plans and programs which will probably address many of these
questions, once reviewed. To date, staff has been unable to
complete this review. Preparation of a Master Plan would require
a significant effort, therefore staff recommends that a consultant
be hired to expedite this process. Contra Costa Water District has
indicated that some discussion has transpired whereby at the
request of the County, CCWD could potentially assume the lead in
this effort. CCWD is involved with most, if not all of the water
supply planning efforts in east County occurring at this time (see
Board report) .
In addition, a planning effort is being organized through the
Growth Management and Economic Development Agency to address these
issues, at least in part. Staff understands that Val Alexeeff has
been working with the Contra Costa Water District regarding this
issue.
