RECOMMENDED ACTION: Refer to the Internal Operations
Committee the establishment of a Juvenile Hall replacement planning
program including a strong citizens advisory component. Our citizens'
input is critical in looking at such issues as location alternatives,
staging or total replacement, financing alternatives, and open
communication with any community or neighborhood under consideration
as the site. The citizens' advisory committee should include
significant representation and linkage to the Juvenile Justice and
Delinquency Prevention Commission and the Correctional And Detention
Services Advisory Commission. At the minimum, this representation
from our existing committees should be a majority of the new
committee. Geographic representation should also be built into the
committee.
Refer to the Finance Committee to review issues related to
financing the planning process or the construction funding
alternatives .
The County Administrator's Office should clarify the role of
his office in leading this process and the role of DeRoyce Bell as CAO'
staff heading up all construction projects. The County
Administrator's Office and the Chief of Probation shall assign staff
to develop the planning process and work with the committee.
BACKGROUND INFORMATION: Following visits and tours of our
Juvenile facilities since the adoption of-this year's budget, we bring
these recommendations to the Board of Supervisors. In February, we
discussed the need for a planning process for the new hall and for a
citizen's committee to help guide the process forward. The Board of
Supervisors made a firm and clear commitment to the construction of a
"new" Juvenile Hall by establishing a •construction fund for this
purpose this fiscal year. While dealing with the continuing enormous
fiscal impacts wrenching budgets and employees throughout our
departments, we have taken steps to pursue additional funding
tools--including legislation for a constitutional amendment to allow
voter approved bonds for juvenile facilities with a 50% majority vote
and fighting for authorization to utilize newly dedicated realignment
sales tax revenues for juvenile facilities. (Note: $1.8 million
for immediate improvements has already been obtained for Juvenile Hall
and Byrons Boys Ranch. )

The Hoard of Supervisors placed Measure D on the ballot in 1990. This
measure would have raised $8.1 trillion per year for Juvenile Justice
Services and an additional $13.5 million for drug prevention and
treatment program.
In the effort to consider and finance a new hospital and alternative
locations, a well-thought-out planning process with extensive citizen
and community involvement was essential to bring about a successful
end result. A similar process needs to be developed for the Juvenile
Hall replacement.
