SUBJECT: STATUS REPORT ON MEETINGS WITH THE CHILD CARE TASK FORCE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Approve and authorize the Chair to execute on behalf of the
County a letter to the State Department of Education asking
how the Department plans to encumber all of the Federal Child
Care and Development Block Grant funds by September 30, 1992
in view of the fact that none of the funds has apparently been
spent to date and recommending the following as priority areas
in which such funds might be spent:
* Parent Education
* Training for child care providers
* Child care facility renovation and repair
2 . Authorize the Child Care Task Force to withhold any further
detailed discussion of child care planning in this County
until the guidelines for the implementation of AB 2141 are
available.
BACKGROUND:
Our Committee has been meeting with the Child Care Task Force on a
bi-monthly basis . This is the latest in our series of reports on
the progress which is being made by the Child Care Task Force.
There is general agreement that there is little additional planning
which can be done presently in view of the fact that the guidelines
for the implementation of AB 2141 by Assemblywoman Jackie Speier
(Chapter 1187, Statutes of 1991) will dictate in what directions
our future planning for child care needs to move. These guidelines
will apparently not be available until perhaps October of 1992 . In
the meantime the Task Force plans to update their needs assessment
from the income-related data from the 1990 census . In addition,
the Task Force will update the child care resources that are
currently available in the County.

One issue on which the Task Force would like action by the Board of
Supervisors is the fact that not one cent of the Federal Child Care
and Development Block Grant funds has been spent to date. Since
75% of the funds have to be spent on direct services, it seems
unlikely that all of the funds can be spent or perhaps even
encumbered between now and September 30, 1992 . There are some
relatively one-time expenditures which could be made which would
qualify as direct services which the Task Force feels the State
should be urged to act on. We would, therefore, recommend that the
Board authorize the Chair to send the attached letter to the State
urging that they do everything possible to encumber the funds and
spend them in as meaningful a way as possible.
We plan to meet with the Child Care Task Force again in July and
will report to the Board again following that meeting.
