SUBJECT: REPORT ON COUNTYWIDE CABLE TV INTERCONNECT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . In regard to the timing for signing the Interconnect
Agreement, direct staff to bring the Agreement to the Board of
Supervisors (through the Internal Operations Committee) for
approval at the same time the revised and amended Cable TV
Ordinance is brought to the Board of Supervisors for approval,
on the condition that the Cable TV operators agree voluntarily
to dedicate time on their access channels to County
programming and to duplicate and distribute tapes to other
cable operators effective approximately May 4, 1992 and to
continue such dedication of time and duplication and
distribution of tapes until the Interconnect Agreement and
Cable TV Ordinance are presented to the Board of Supervisors
for approval .
2 . In regard to a requirement for a second access channel,
include in the Interconnect Agreement provision for a second
access channel, planning for which could begin when a cable
operator applies for an extension under the terms of the
Franchise Agreement (generally four to six years into the
current franchise) , but with the understanding that the County
will not request access to a second channel to be effective
earlier than the time the Board of Supervisors makes effective
an extension of the term of the Franchise Agreement
(presumably in the year 2002) .

3 . In regard to funding arrangements, agree to request the cable
operators to purchase the production and microwave equipment
"up front" and recover their costs as a credit to their
franchise fees over the next six years, thereby insuring that
the residential customer will not pay any additional fee for
this equipment.
4 . Continue this item as a referral to the Internal Operations
Committee until such time as the revised and amended Cable TV
Ordinance and Interconnect Agreement are ready for
presentation to the Board of Supervisors, at which time they
should be brought to this Committee for review and
transmission to the Board of Supervisors .
BACKGROUND:
On November 5, 1991, the Board of Supervisors directed staff to
implement a countywide cable interconnect, to negotiate with the
cable operators a two-phased implementation process contingent upon
FCC license extensions, and to negotiate a financing arrangement
for the interconnect. The Board, on June 18, 1991, had previously
authorized our Committee to continue to provide oversight to the
subject of cable TV franchising in the unincorporated area of the
County. On March 23, 1992, our Committee met with Cable TV
Franchise Administrator Pat Burke and reviewed with her the
attached report.
We have generally concurred with the position recommended to us by
staff on each of the three items in question: namely. the timing for
signing the Interconnect Agreement, the requirement for a second
access channel, and the clarification of funding arrangements . We
believe that the positions recommended above represent a reasonable
compromise with the cable operators and will allow us to move
forward with the broadcasting County programming at dedicated times
and will insure that the countywide interconnect is completed as
quickly as possible and at the least possible cost to the consumer.
