SUBJECT: REPORT RECOMMENDING THE IMPLEMENTATION OF A "CREATIVE SERVICE
CORPS" FOR COUNTY EMPLOYEES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS :
1 . Establish a "Creative Service Corps" for County employees
designed to provide an opportunity for employees with
innovative ideas for improving public services to propose and
serve in a limited term assignment of not to exceed six months
to demonstrate the viability of his/her idea.
2 . Establish a management/employee Creative Service Corps
Oversight Committee of ten members, five management employees
and five employee representatives as noted below, authorize
the Oversight Committee to establish the rules and procedures
under which the Creative Service Corps will operate and to
receive, review, act on and forward to the County
Administrator for approval, proposals from employees .
3 . Request the County Administrator to advise all department
heads of the creation of the "Creative Service Corps" and of
the process for submitting proposals from individual
employees .
4 . Request all Department Heads having newsletters within their
department to advertize the creation of the "Creative Service
Corps" in their newsletter and to solicit proposals from
employees .
5 . Authorize an affected Department Head(s) or the County
Administrator, for financial or operational reasons, to veto
the recommended approval by the Oversight Committee of an
employee' s proposal and to put the reasons for such denial in
writing to the employee and the Oversight Committee.

6 . Appoint as the management representatives to the Creative
Service Corps Oversight Committee the following:
* Health Services Director or his designee
* County Probation Officer or his designee
* County Counsel or his designee
* Public Works Director or his designee
* Director, Office of Emergency Services or his designee
7 . Reserve two of the employee seats on the Oversight Committee
for representatives of employee organizations . Designate that
for the first year these seats shall be filled with appointees
from Local 1 and SEIU Local 535 . Request the Health Care
Coalition of employee organizations to design a rotation
following the first year by which all employee organizations
will eventually have an opportunity to designate a
representative to serve on the Oversight Committee, as was
done for the Equal Employment Opportunity Advisory Committee.
8 . Reserve the other three employee seats for those employees who
were the winner or finalist in the "Most Creative Employee"
category for the Board's Awards of Excellence Program.
Request the County Administrator to solicit interest from
these employees for the three seats on the Oversight
Committee. If more than three employees indicate an interest
in these seats, ask the employees to draw lots for which
employees will serve.
9 . Establish one year terms of office for members of the
Oversight Committee, effective April 15, 1992, with the
possibility that an employee can be reappointed for additional
one-year periods at the discretion of the Board of Supervisors
(with the exception of the two seats which are reserved to
employee organizations) .
10 . Request the Director, Office of Emergency Services to convene
the first meeting of the Oversight Committee and authorize the
Oversight Committee to otherwise organize itself as it sees
fit and to meet at intervals dictated by the number and
variety of proposals which are submitted.
11 . Request the County Administrator to report to the Board of
Supervisors during the month of October, 1992 and at six month
intervals thereafter on how effectively the program is
working, how many proposals have been tested and with what
results .
12 . Remove this item as a referral to our Committee.
BACKGROUND:
On January 28, 1992 , the Board of Supervisors, at the request of
Supervisor McPeak, referred to our Committee the concept of a
"Creative Service Corps" . On March 23, 1992, our Committee met
with Paul Katz from Local 1 and considered recommendations from the
County Administrator' s Office on this subject. We have formulated
the above recommendations on the basis of our discussions on this
subject. We believe that these recommendations provide the basis
for employees to propose suggested programs whereby they can have
an opportunity to test their creative ideas and develop them more
fully. At the same time, the recommendations provide for a review
based on financial and operational requirements to insure that
existing workloads are not neglected to pursue creative ideas . The
proposals will be reviewed by a joint management-employee Oversight
Committee. We have asked for semi-annual reports from the County
Administrator to insure that the Board of Supervisors remains aware
of the actions being taken to make this program fully operational .

SUBJECT: FOLLOW-UP TO REFER L REGARDING A "CREATIVE SERVICE
CORPS" FOR COUNTY EMPLOYEES.
On January 28, 1992 , the Board of Supervisors referred to your
Committee a proposal brought to the Board' s attention by
Supervisor McPeak regarding the creation of a "Creative Service
Corps" for County employees .
We have discussed this proposal with several County staff and
department heads . It is staff 's recommendation that we proceed
as follows :
1 . Approve the creation of a program along the lines suggested
in Supervisor McPeak' s attached Board Order.
2 . Establish a management/employee committee which will review
all proposals to free an employee to pursue an innovative
idea. This committee would review each proposal and refer
those which appear to have merit to the County Administrator
and affected Department Head(s) .
3. Appoint to the management/employee committee the following:
Mark Finucane, Health Services Director
J. Michael Walford, Public Works Director
Gerald S. Buck, County Probation Officer
Victor J. Westman, County Counsel
Gary Brown, Director, Office of Emergency Services
The last three employees who were chosen the "Most Creative
Employee" as a part of the Board' s annual Awards of
Excellence.
4 . Determine that the affected Department Head(s) and the
County Administrator would each have veto authority over any
proposal where for operational reasons it is determined not
to be feasible to release an employee for this purpose.

5 . Request the County Administrator to report at six month
intervals to the Board of Supervisors on how effectively the
program is working, how many proposals have been tested and
what the results were.
We plan to place this matter on your agenda for March 23, 1992 .
We are asking the Director of Personnel to notify all employee
organizations of this meeting so they can be present to join in
the discussion. If you have any problems with this proposal,
please let me know so we can consider revising the proposal
before it is presented to you publicly.

SUBJECT: Approve in Concept Establishment of a
Creative Service Corps

RECOMMENDATION
Approve in concept the establishment of a "Creative Service Corps"
for county employees and refer to the Internal Operations Committee
the responsibility for working out the details in consultation with
county employee organizations and management.
The concept of a "Creative Service Corps" is to provide an
opportunity for employees with innovative ideas for . improving
public services to propose and serve in a limited term assignment
(perhaps up to six months) to demonstrate the viability of his/her
idea. Employees would participate in' the Creative Service Corps
on a voluntary basis and would carry out the limited term
assignment without a change of classification. The Creative
Service Corps must be overseen by a committee of equal numbers of
employee and management representatives who would: (a) review and
approve proposals from employees; (b) negotiate with departments
appropriate arrangements for selected employees to carry out their
limited term assignment; (c) evaluate the effectiveness of the
limited term assignment; and (d) recommend to the CAO and Board of
Supervisors any appropriate organizational changes indicated as a
result of a successful Creative Service Corps assignment.
BACKGR UND
Many talented and highly-motivated employees have good ideas for
improving public service, generating new revenue, or saving money
as well as the energy and willingness to demonstrate the viability
of their ideas . However, currently there is not an established

mechanism which invites these employees to come forward and pursue
their ideas . We need to encourage employee innovation and
creativity without disrupting current department functions and
organizations . The Creative Service Corps outlined above offers
an approach to accomplish this . Further, the formation of a joint
employee-management committee to oversee the program guarantees
that any approved limited term assignment under the Creative
Service Corps will be perceived as valuable to both line and
administrative staff . Also, the Creative Service Corps can offer
opportunities to dedicated public employees to expand their
experiences and fulfill their potential which they might otherwise
seek with private sector employers .
