SUBJECT: STATUS REPORT ON THE IMPLEMENTATION OF THE DRUG AND ALCOHOL ACTION PLAN SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . In regard to the attached draft evaluation plan under the "Key Evaluation Questions" , add under "Process" proposed timeframes under goals/objectives so that there are some measurable dates by which certain activities will be completed. 2 . In regard to the attached draft evaluation plan under the "Key Evaluation Questions" , add under "Action" comments regarding the extent to which the goals and objectives were accomplished within the proposed timeframes . 3 . In regard to the attached draft evaluation plan under the "Key Evaluation Questions" , add under "Outcome" comments on the extent to which we are able to quantify an improved atmosphere in the County in regard to drug and alcohol use and also the extent to which we are able to identify qualitative improvements in the atmosphere in the County regarding drug and alcohol use. This section should begin to show actual changes over a period of time. 4 . With these additions, approve in concept the draft evaluation plan for the purpose of obtaining community input to its content and process and request the Health Services Director to return the final evaluation plan to our Committee for review before the survey instrument is disseminated. We would hope that this could be done at our May 11 meeting. Request the Health Services Director to finalize the names of the individuals who are to be considered a part of the Countywide Coordinating Committee and return that list to our Committee on April 13, 1992 if at all possible but in no case later than April 27, 1992 . 6 . Request the Health Services Director and Regional Coordinators to return to our Committee with a final agenda for the May 13, 1992 Countywide Coordinating Committee meeting on April 13, 1992 if at all possible but in no case later than April 27, 1992 . 7 . Reaffirm that the charge to the Countywide Coordinating Committee should be to: A. Monitor the implementation of the Drug & Alcohol Action Plan, B. Establish priorities for future activities in support of the Action Plan, and C. Evaluate the success of the implementation of the Action Plan and its impact on the overall health of the community. 8 . Generally approve the activities and directions being taken by the Health Services Department and Regional Coordinators as is outlined by the Health Services Directors report dated March 19 , 1992, except as otherwise amended above. BACKGROUND: On February 4 , 1992 the Board of Supervisors approved our last report on this subject which focussed on preparing a plan by which the success in the implementation of the Drug & Alcohol Action Plan could be judged. The Department was also asked to supply our Committee with the revised composition of the Countywide Coordinating Committee. Our Committee met on March 23, 1992 with Dave Stegman, Irene Dwinnell, Vic Colman, Kathy Padro and Liz Knox and reviewed the attached report from the Health Services Director. We are very pleased with the direction the draft evaluation plan is taking and have simply suggested a few additional to the draft plan. The Regional Coordinators are still circulating the proposed composition of the Countywide Coordinating Committee to community groups for. their input and thus have been delayed in pulling together the final list of names . We have encouraged the Regional Coordinators to insure that the composition of the Coordinating Committee does not lose the cross-section of community representation which we believe has been an important component of the Coordinating Committee to date. This training will take place at Maple Hall in San Pablo, on Saturday, March 21. The trainings continue to draw around 50 -64 participants. * The staff are currently developing methods and instruments for an evaluation of the Action Plan. [See attachment A for draft of an evaluation plan] * The second annual Interfaith Symposium on Alcohol and Drug Problems will be hosted by .the Department on April 29th at the Concord Sheraton. This year the conference is open to anyone who wishes to understand substance abuse prevention and intervention addressed through activities and policies of religious organisations. The target audience includes pastors, lay ministers, youth groups, fellowship circles, and interested congregants. [See Attaebment H for flyer] * The next Countywide Coordinating Committee meeting will take place on May 13, 1992 in Danville. The theme of the meeting will be focused on treatment providers and the Action Plan. The planning team includes the South County Regional Coordinator, Alcohol and Drug Abuse staff, County and private treatment providers. This is a collaborative effort to plan a day that will both attract providers and motivate them to increase their participation in the Action Plan. MA3Z-18-92 WEa 8 :58 HSII ADMIN P. OS Dave Stegman and Irene Dwinnell, both of the Countywide Coordinating Committee, will be available to present a more detailed view of this event. * The Health Services Department has responded to the regional requests for Mother's Day information by compiling "Restaurant Campaign Kits". A mini-training on the event will take place in early April. * The Prevention staff is working with the Alcohol and Drug Abuse Perinatal Task Force (ADAPT) to create an Alcohol and Other Drug Related Birth Defects Coalition. The purpose of the group will be to increase public awareness regarding the risks involved in the use of alcohol and other drugs before, during, and after pregnancy. * The OSAP Community Partnership Project Director is part of a planning team with other Bay Area OSAP Partnerships to plan the agenda for the emerging California Community Partnership Association's two-day meeting, April 23-24, in San Francisco. * The OSAP Project Director held an in-service training on retail alcohol availability in West County for OSAP staff on February 18, (along with Makani Themba from the Marin Institute for the Prevention of Alcohol and Other Drug Problems) . The training provided case examples of other communities evaluating the retail availability levels in their communities. * Diaster Plan Update: Department staff have been working closely with the Master Plan Advisory Committee in coordinating the direction, organisation, and planning strategies of the Master Plan with the Action Plant. Joint meetings are continuing between the Leadership Council of the Countywide Coordinating Committee and the Master Plan Advisory Board. [see Attachment C for latest agenda] There must be better efforts to bring together the four mandated systems (Health, Social Services, Law Enforcement and Education) . Because of the Board of Supervisor's directive to Criminal Justice, they have taken a very active role and have beome more involved. Even though the other systems do not have as strong of a mandate, they are still obligated to participate. It is critical that each system Zook at host they will organize internally to respond to the Master Plan. We are bringing together representation from each Health Services Department unit that has been identified thus far: Alcohol and Drug Abuse, Public Health Program, office for Integrated Program Development and Management, AIDS Program, Mental Health and Smoke Free Recovery Project. : MPR-18-92 WEI? 8 .59 FiS7} AIIMIN P. @4 ATTACSMENT A DRAFT EVALUATION PIAN 1. Purposes of Evaluation - conduct evaluation of the Action Plan - increase awareness of the Action Plan - institutionalize ongoing evaluation efforts at county level and encourage the same at the regional and local level - help demystify evaluation processes 2. Timeline March 23 - Draft of Evaluation Plan to IO Committee March 31 - Draft Instrument(s) April 30 - Present Plan to County / Regional groups for buy-in Assess resource needs May 13 - Begin Dissemination of Survey (Pilot) June 30 - Beginning Analysis Disseminate Initial Results September - Disseminate Survey January 193 - Disseminate Survey 3. Description of Evaluation After determining the various questions that needed answering (see Appendix 1) staff considered possible evaluation designs. A. Study Design options: (1) Posttest only design (2) Pretest / Posttest design We are leaning to the latter model, with the two points of time being late spring/summer 1992 and the summit in West County in January 1993. B. Define Sample Because the intent of the Action Plan has always been inclusive of the entire County population we would want to conduct a "population study". We would then need to sample a portion of the general population. Surveys can be conducted at both county-wide and regional levels both before, during, and after the upcoming summit. 4. Evaluation Instruments Before drafting formal evaluation instruments, HSD staff developed a list of key evaluation questions, broken into three categories: process, activities, and outcome. At the same time, HSD staff began researching and compiling relevant instruments, tailoring theta to the County Action Plan. W E D 13 :00 H S D ADMIN P. 0_'5 5. Process The Community Planning Team (Kathy Padro, Vic Colman and Liz Knox) have been working with Sheila Tarbet, an OSAP Evaluation Consultant, to develop the evaluation plan. It is essential that the community buy-in and participate in the evaluation planning process. This can be accomplished by using an educational approach which will provide groups with information about the steps involved and how they can give input into developing the questions. This inclusive process will result in maximizing their involvement as well as encouraging the development of an ongoing evaluation process that becomes embedded in all future community planning. 6. Analysis The data gathered from the evaluation must be collected, compiled and organized. The data can then reveal to what extent are there relationships between participation in the Action Plan and various outcomes (process, activity, and alcohol and other drug indicator data) . T. Dissemination Once the evaluation instrument has been completed it will be disseminated to all the identified groups and committees. The points of dissemination, as mentioned, will be at the County-wide Coordinating Committee events but not limited to these activities. 8. Possible Outcomes After the data has been analyzed and interpreted we are predicting that the results will assist us in: - revising and updating the Action Plan. - future fund raising efforts. - developing a targeted media/marketing plan that will include a historical video document of the Action Plan. - increase community awareness and involvement in the Action Plan. 9. Resources Needed The level of complexity of this evaluation process depends, in part, on the resources available to HSD. With current resources, it is realistic to expect that HSD can develop, distribute and tally the responses in a basic way.
