HomeMy WebLinkAboutMINUTES - 04071992 - 2.3 2 . 3 TO: BOARD OF SUPERVISORS FROM: PHIL BATCHELOR o� Contra County Administrator ;.s Costa DATE: March 31, 1992 �� County SUBJECT: Special District Augmentation Fund Allocations to Fire Districts for Critical Capital Needs Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION: Authorize allocations from the Special District Augmentation Fund (SDAF) (and required appropriation adjustments) in the amount of $203,781 for capital expenditures for County and Independent Fire Protection Districts as recommended by Chief William Maxfield, Chair, County Fire Chiefs' Association Capital Improvement Committee and approved by she County Fire Chiefs' Association. FINANCIAL IMPACT: The recommended capital allocation and the previously approved operations allocation will leave an unallocated balance in the fire districts' share of the SDAF of $2,577,534 ($1,673,265 operations and $904,269 capital) . REASONS FOR"RECOMMENDATION/BACKGROUND: Subsequent to the adoption of the district operations budgets in August of 1991, the Board of Supervisors held a workshop on fire district financial issues because of funding problems identified at the time the operations budgets were adopted. One result of the workshop was that capital funding recommendations were deferred pending an analysis of funding capabilities later in the fiscal year. In anticipation of eventual capital funding approval during 1991-1992, the County Fire Chiefs' Capital Improvement Committee has been reviewing capital requests for priority funding recommendations. During that review, the Committee identified several critical requests totaling $203,781 that should be funded this year regardless of whether or not any other capital funding is possible this year. The following items are recommended for immediate funding because they are either related to firefighter safety or the prevention of further more costly damage to district property: CONTINUED ON ATTACHMENT: X YES Signature: I eZ/Zc. However, recent worsening conditions at the station have required further analysis of the project which may result in the need for additional expenditures. An expansion of the scope of the repair work may require some immediate action such as obtaining temporary living quarters for the firefighters. Accordingly, we recommend the allocation of the $80,000 on a preliminary basis with the possibility of supplemental allocations at a y, later date.
