SUBJECT: COUNTY MASTER PLAN
CRIMINAL JUSTICE SYSTEM ASSISTANCE PROGRAM
RESOLUTION OF THE GOVERNING BOARD
WHEREAS the Board of Supervisors, Contra Costa County, desires to undertake a
certain project designated COUNTY MASTER PLAN, CRIMINAL JUSTICE SYSTEM ASSISTANCE
PROGRAM to be funded in part from funds made available through the Anti-Drug Act of
1988 for the Federal Anti-Drug Abuse Enforcement Program administered by the Office
of Criminal Justice Programming (hereafter referred to as OCJP).
NOW, THEREFORE, BE IT RESOLVED that the Sheriff-Coroner of the County of Contra
Costa is authorized, on its behalf to submit the attached application to OCJP and is
authorized to execute on behalf of the Board of Supervisors the attached Grant Award
Agreement including any extensions or amendments thereof.
IT IS AGREED that any liability arising out of the performance of this Grant Award
Agreement, including civil court actions for damages, shall be the responsibility of
the grant recipient and the authorizing agency. The State of California and OCJP
disclaims responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.
It is agreed that this award is not subject to local hiring freezes.

ASSISTANCE PROGRAM
1. CRIMINAL JUSTICE SYSTEM NEED(S) ASSESSMENT
The County Master Plan process requires that the County Drug Administrator
(lead agency) "ensure that a needs assessment of services and activities has
been completed and documented in the County Master Plan "* for the Criminal
Justice System.
"The needs assessment shall include the following: identification of the gaps
and overlaps in the county services and activities as they relate to:
(a) the goals identified in SB 2599; and
(b) goals not identified in SB 2599."
List below all "gaps" identified in the Criminal Justice System only as a
result .of the needs assessment. This information is available from the County
Drug Administrator.
The Contra Costa County Master Plan is still in the development process and
will not be submitted until October, 1992. . The Criminal Justice System needs
assessment will be the last of the major components to be completed by the
Master Plan Committee. However, the Criminal Justice Master Plan Committee is
in the early stages of identifying its needs.
To date, the Criminal Justice Master Plan Committee has recognized the need
for increased efforts to reduce the source of drugs through vigorous law
enforcement and prosecution, especially as it relates to clandestine drug
labs. Contra Costa County has the fourth highest incidence of clandestine
drug labs in the State. Law enforcement currently lacks sufficient personnel
and equipment to adequately investigate all clandestine drug labs. A
Clandestine Drug Lab Team with a vehicle outfitted to process drug lab scenes
is needed in the Criminalistics Laboratory to respond to drug labs at any
location in the County 24 hours a day.
Improving the capacity to process clandestine drug lab scenes will reduce the
"gap" in services necessary to meet the SB 2599 goal of reducing clandestine
drug labs by 10X.

2. NEEDS TO BE ADDRESSED AND ACTIVITIES TO BE IMPLEMENTED
"The needs assessment shall include an identification of the short-term (one
year or less) and long-term (over one year) steps to .be taken by the
participating agencies to diminish the identified gaps. . ."
Identify the need(s) , listed on the previous page, that is/are to be addressed
with the allocated OCJP funding provided for this program.
Identify measurable/Quantifiable. steps or activities that will occur to
diminish the need(s) . If more than one need will be addressed, separate the
steps and activities by need.
The need identified that is to be addressed with the allocated OCJP funding is
the need to actively identify and investigate clandestine drug labs occuring
in Contra Costa County in an effort to reduce the supply of illicit drugs.
Following are the activities to be undertaken to achieve the stated goal:
1. All police agencies within the County, including the three joint
narcotics task forces, will investigate leads associated with
clandestine drug labs.
2. The Sheriff's Criminalistics Laboratory Division will assign specially
trained personnel to process clandestine drug labs for all law
enforcement agencies in the County.
3. Grant funds will be used to purchase a vehicle for the processing of
clandestine drug labs. This vehicle will be outfitted with all supplies
necessary to document the scene of manufacture, terminate the
manufacturing process, collect evidence associated with manufacture, and
transport samples to the Criminalistics Laboratory for examination. The
vehicle and personnel will be available 24 hours a day for response to
any location in the County.
4. Evidence samples collected by the clandestine drug lab processing team
will be examined by Criminalistics Laboratory staff to identify illegal
drug products, precursor chemicals and routes of manufacture.
5. With the cooperation of the District Attorney's Office, manufacturers of
illicit drugs will be prosecuted by attorneys who receive specialized
training in this area.

3. MEASURE OF EFFECTIVENESS
Describe the anticipated goals (outcomes) of the implemented activities. Be
specific in the description of how each activity will contribute to meeting or
fulfilling the need(s) . Describe what process will be used to determine the
effectiveness of all the activities to achieve goals.
The acquisition of a special vehicle for the Criminalistics Laboratory for the
handling of clandestine drug labs will allow a team consisting of specially
trained criminalists to respond rapidly to drug lab scenes and effectively
process the scene for evidence. The expected outcome is that there will be an
increase in the number of clandestine drug labs which are identified and
processed in the County. The goal is to increase the clandestine drug labs
identified and processed by at least 10X, thus reducing the number of
operating illicit labs in the County. In 1991, 33 clandestine drug lab cases
were identified in Contra Costa County and 27 clandestine drug lab scenes were
processed.
The improved processing of clandestine drug labs is also expected to result in
an increase in the number of clandestine drug labs which can be successfully
prosecuted. Effectiveness can be measured by examining the number of
clandestine drug lab cases which result in convictions. However, it is
anticipated that few of the cases will actually proceed to trial during the
term of the grant. Therefore, the number of cases which are filed will be a
secondary measure of effectiveness.

ANTI-DRUG ABUSE STEERING COMMITTEE OPERATIONAL AGREEMENT
This Operational Agreement stands as evidence that the undersigned members of
the Anti-Drug.Abuse Steering Committee of Contra Costa County intend to work
together toward the mutual goal of improvement of the County's criminal
justice system.
By our signatures, we endorse the attached County Master Plan, Criminal
Justice System Assistance Program Application which details the
strategy/strategies to be implemented to meet the needs of the criminal
