FROM: Phil Batchelor, County Administrator Costa County DATE: April 2, 1992 SUBJECT: LEGISLATION: AB 3539 (Lempert) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)a BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of AB 3539 by Assemblyman Ted Lempert which would require that any regional emergency services office established by the Governor prepare an emergency plan for the region and test that plan every two years . BACKGROUND: Existing law authorizes and empowers the Governor, with the advice of the Emergency Council, to divide the state into mutual aid regions for the more effective application, administration, and coordination of mutual aid and other emergency-related activities. Existing law also empowers the Office of Emergency Services to perform various functions and duties with respect to providing services during state emergencies . Existing law does not, however, require each region which is established to prepare a multihazard emergency plan or to conduct an emergency exercise on a periodic basis consistent with the plan which is prepared. Assemblyman Lempert has introduced AB 3539 at the request of the San Mateo County Board of Supervisors to require that the Office of Emergency Services prepare a multihazard emergency plan for each region which is established pursuant to these provisions . The bill would further require each such region to conduct a regional exercise in accordance with this plan every two years . PHIL BATCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY /)k DEPUTY M382 (10/88) -2- The Chairman of the San Mateo County Board of Supervisors has written to the Board of Supervisors noting that the regional offices are not required to have an emergency plan nor is each regional office required to conduct an exercise as is each County. Their letter also points out that such disasters as the Loma Prieta earthquake and Oakland Fire are truly regional disasters and. that there should be a regional plan and response to mutual aid requests and other efforts to assist the residents of other communities within a region. The San Mateo County Board of Supervisors requested that the Board of Supervisors support AB 3539 . The Director of the Office of Emergency Services recommends that the Board of Supervisors support AB 3539 .
