MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 7, 1992 SUBJECT: Buchanan Field Airport Community Information Survey Results SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action:. Accept the attached report from the Public Works Director relative to the Buchanan Field Airport Community Information Survey. II. Financial impact: None III. Reasons for Recommendations and Background: Airport staff was directed by the Board of Supervisors to conduct a follow up community survey to determine residents attitudes toward Airport operations. During the month of September 1991,Airport staff mailed, at random, approximately 13,000 surveys to residents with 2.5 miles of the Airport. Several requests were made to the Board of Supervisors that the survey area be expanded to include a greater sampling of neighborhoods impacted by Airport operations. 3,500 additional surveys were mailed during the month of December 1991. In addition, Airport staff was directed to insure that anyone desiring to complete a survey would be afforded the opportunity. Future Airport surveys and the manner in which they are conducted will be modified to gain a more complete assessment of Airport impacts on the surrounding communities. Surveys were mailed to residents living in the five census tracts most impacted by airport operations.These areas consist primarily of Concord,Pleasant Hill,Martinez,and Pacheco. Responses were also received from residents of Clyde and Walnut Creek. The two-fold purpose of this survey was both to educate the public of current Airport policies,and to determine the community's general position regarding Airport policies. Results were compiled in early 1990 and the Board of Supervisors directed that afoilow-up survey be conducted in 1991. Please complete and return the attached survey,as its results could help shape the future of Buchanan Field Airport. One response per household,please. Only responses received on or before September 30,1991 will be reported in the results. Results of the survey should be available after December 1,1991. The number one priority of Buchanan Field Airport is to be a Good Neighbor. As a public facility,the Airport has a responsibility to provide County residents with a safe,efficient facility with access to the national airspace system. By the same token,It also has a responsibility to address community concerns and to take actions to operate in such a way as to minimize its impact on the surrounding communities.
