SUBJECT: CONSULTING SERVICES AGREEMENT WITH WOODWARD-CLYDE CONSULTANTS FOR
A WETLAND MITIGATION PLAN FOR THE STATE ROUTE 4/13AILEY ROAD INTER-
CHANGE PROJECT.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. APPROVE the Consulting Services Agreement with Woodward-Clyde Consultants (WCC) for the
preparation of the Wetland Mitigation Plan for the State Route 4/Bailey Road Interchange Project
in an amount of $25,000.
2. AUTHORIZE the Public Works Director to execute the Consulting Service Agreement with
Woodward-Clyde Consultants.
II. Financial Impact:
No financial impact to Contra Costa County. An agreement between the County and the San
Francisco Bay Area Rapid Transit District (BARTD) executed on February 8, 1988, provides that
BARTD reimburse the County for all costs incurred for the project development in an amount
not to exceed two million dollars ($2,000,000), prior to June 30, 1992. All costs after July 1,
1992, will be reimbursed by the Contra Costa Transportation Authority.
III. Reasons for Recommendations and Background:
Contra Costa County is currently managing the design of the State Route 4/13ailey Road
Interchange Project. This Project includes the reconstruction of the existing tight diamond
interchange to a reverse partial cloverleaf interchange with provisions for a BARTD station in the
median of State Route 4.

III. Reasons for Recommendation/Background (Continued)
The construction of the interchange and BARTD station will impact approximately 0.85 acres of
wetlands. A preliminary delineation of the wetland areas within the proposed right-of-way has
been identified in the final Environmental Impact Report.
The wetlands which would be impacted by the proposed project are under the jurisdiction of the
U.S. Army Corps of Engineers (ACOE), pursuant to their authority under Section 404 of the
Clean Water Act. The regulations established under the law require a permit to conduct
development activities in wetlands. In many instances, such as the Highway 4 Project, the ACOE
requires a mitigation plan before granting a 404 Permit. Thus, the purpose of the proposed
scope of work is to develop a plan to mitigate the impact on wetlands in the proposed project
area.

IV. Consequences of Negative Action:
Failure to approve of the Consulting Services Agreement with WCC will result in a delay in
obtaining the required permit from the California Department of Fish and Game and/or the
ACOE.
