MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 7, 1992 SUBJECT: Request for Adult Crossing Guard Service for Oakley Union School District. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION 1. Recommended Action: Approve recommendation of the Public Works Director to establish and finance a new adult crossing guard for the intersection of O'Hara Avenue and Francisco Villa in Oakley; and to continue to finance the existing adult crossing guard on State Highway 4 at Bolton Road in Oakley and to authorize the Public Works Director to.sign an Agreement with the Oakley Union School District to provide said crossing guard services. II. Financiallmpact: The additional crossing guard will increase the long term County General Fund costs for crossing guards by$14,000 per year (total annual cost for both crossing guards is $28,388.00). III. Reasons for Recommendations and Background: The Public Works Department has received a request from parents and school representatives of the Oakley School to provide an adult crossing guard, at County expense for the intersection of O'Hara Avenue and Francisco Villa in Oakley. The Board of Supervisors adopted specific criteria for school crossing protection in April, 1979. Public Works staff has reviewed the request of the Oakley School parents and found that existing conditions meet the County's minimum requirements for providing adult crossing guard protection. The reason primarily is that O'Hara Avenue is wide at the place where students must cross. For this reason, it is recommended that the Board of Supervisors authorize the placement and financing of an adult crossing guard for the intersection of O'Hara Avenue and Francisco Villa. The County has been financing an adult crossing guard on State Highway 4 at Bolton for many years. IV Consequences of Negative Action: Potential safety hazard for elementary school age students crossing a portion of O'Hara Avenue and State Highway 4.
