SUBJECT: CENTRAL COUNTY HOMELESS SHELTER AT 2047 ARNOLD INDUSTRIAL WAY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATIONS:
A. With respect to the temporary homeless shelter at 2047 Arnold Industrial
Way, in an unincorporated area of North Concord, and pursuant to Government
Code Section 26227 and Board of Supervisors Resolution 91-608, the Board of
Supervisors:
1. AUTHORIZES AND DIRECTS the Executive Director of the Housing Authority,
on behalf of the. County, to extend through May 31, 1992, the Contract
Agreement #92-2 with Shelter, Inc,. for services provided to homeless
residents at 2047 Arnold Industrial Way.
2. AUTHORIZES AND DIRECTS the Executive Director of the Housing Authority,
on behalf of the County, to extend the Memorandum of Understanding with
the Sheriff's Department to supply meals to homeless persons residing at
2047 Arnold Industrial Way for the period of May 1, through May 31, 1992. .
II. FISCAL IMPACT:
A. The Shelter operating costs for the month of May, 1992, in the amount of
$45,070, will be funded through state funds and general funds..
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
A. The actions recommended above will make available the provision of 60
shelter beds for homeless single men and women through May 31, 1992.

1992, the application to the State Department of Housing and Community Development Emergency
Shelter Program for a grant in the amount of $37,680.

SUBJECT: STATUS REPORT ON THE BROOKSIDE TRAILERS AND VOA WOMEN'S SHELTER
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. STATUS OF THE BROOKSIDE EMERGENCY TRAILERS: .
On March 24, 1992, the Board of Supervisors heard a request from the
Richmond Homeless Task Force, urging the Board to keep the Brookside-
Emergency Trailers open through the month of June. The Board authorized
an extension of the contract with Shelter, Inc. and provided funds to
support the extension of the contract for the month of April . The
extension of the contract through June was premised on receiving
funds from the City of Richmond and the business community.
As of this date, the Richmond Homeless Task Force has raised a commitment
of $2,500 from the business community. The efforts to raise more from the
business community continue. However, the City of Richmond will contribute
funds only if the entire match of $27,500 is raised by the business community.
At this time it appears unlikely that the Richmond Homeless Task Force will
generate the support to keep the trailers open for the months of May and June.
The trailers will therefore, be closing as of the end of the month of April .
II. STATUS OF THE VOA WOMEN'S SHELTER:
On March 24, 1992, the Board-of Supervisors authorized an extension, for the
month of April , of the contract with the Volunteers of America, for the provi-
sion of shelter to women. This. program has provided shelter for an average of
7 women per night in the month of April . The Housing Authority has received
a donation of $5,000 from the City of Hercules which they requested be applied
to shelter operations which benefit West County residents.
The Housing Authority recommends that these funds be applied to allow for
an extension of the County's contract No. 20-846 with Volunteers of America
through May 31, 1992.

Daryl Johnson, Richmond Homeless Task Force, spoke. Nicolas Alexander and Arthur Schoenthal
of 847B Brookside Drive, Richmond,. spoke. The Board RECEIVED the above status report and
MODIFIED the recommendation on closing the Brookside Emergency Trailers to allow them to remain
open for the next two months, provided that the pledge from the Richmond Business Community
for the $27,500 is received and guaranteed by the Richmond Chamber of Commerce by 5:00 p.m on
Thursday, April 30, 1992, with the assurance that the City of Richmond is releasing its matching
$27,500; and DETERMINED that the $5,000 donation from the City of Hercules would be used to fund
the VOA Women's Shelter in West County and DIRECTED that a letter of appreciation be sent to the
City of Hercules.
