SUBJECT: Report on Receiving Input from Community Forum Regarding Various
Operational and Cost Efficiencies in the Orinda and Moraga Fire
Protection Districts
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATIONS•
1. Approve this report from County Administrator recommending that the
Board of Supervisors schedule a public forum on May 19, 1992 at
4: 00 p.m. in the Board Chambers to receive comments from the communities
of Orinda and Moraga regarding possible functional and management
consolidation of the two districts.
2. Authorize Chair, Board of Supervisors to send letters to the Mayors of
Orinda and Moraga and the Chairs of the Orinda and Moraga Fire
Commissions advising them of the public forum and inviting them to
participate.
REASONS FOR RECOMMENDATION/BACKGROUND:
On March 3 , 1992, the Board of Supervisors approved the report of the County
Administrator regarding options for the potential consolidation of Contra
Costa County, Moraga and Orinda Fire Protection Districts. The Board
approved the option to leave the three districts as separate entities but
directed the County Administrator to continue to explore additional
functional efficiencies. Included in the action to not merge the districts
was the direction to explore the consolidation of management responsibility
between the districts.

Henry Saar, Orinda and Sue Noe, Moraga spoke on the .issue. The Board ACCEPTED 'the above
report and AGREED to hold a public meeting with a structured agenda that involves dialogue with
the commissioners of the Orinda and Moraga Fire Protection Districts, representatives from the
City Councils, and the Board of Supervisors and County staff, as well as providing opportunitie
for public comment, and REQUESTED the County Administrator to contact the city managers and
the fire commissioners to find an acceptable date and develop an agenda for such a meeting.

Management Consolidation
The communities of Moraga and Orinda have expressed the desire to be
involved in issues having to do with the organization and operation of the
Moraga and Orinda Fire Districts. Accordingly, rather than developing a
detailed report of alternatives for potential management consolidation, it is
recommended the Board hold a public forum to allow for public comments on
this important issue. The purpose of the public forum will be to provide the
opportunity for the Town of Moraga, the City of Orinda, the Moraga Fire
Commission, the Orinda Fire Commission, the Chiefs of the fire districts, the
citizens of the communities and the Firefighters Union to express their views
about the management structure of the districts.
Functional Consolidation
The report also included the direction to the County Administrator to
continue to work with the fire districts to identify and implement potential
cost efficiencies.
The County Administrator met with the Chiefs of - the Contra Costa County,
Moraga and Orinda Fire Districts to discuss further functional consolidation.
The Chiefs agreed to initially work toward combining weed abatement functions
and improved fire trail access. . No specific cost savings were identified
with these functional consolidation issues, however, ' it was felt that
coordination of these activities would be beneficial to all three districts.
