MICHAEL WA, LFORD, CHIEF ENGINEER DATE: April 28, 1992 SUBJECT: Approving Plans and Specifications and Advertise for bids for the West Antioch Creek Interim Flood Control Project. Project No. 75719-6D8538-91. Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: �I APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Thursday, May 21, 1992, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 21191 of the Public Contract Code, and II. FINANCIAL IMPACT: The estimated contract cost of the project is $1,300,000, funded by Drainage Area 55 (100%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project is the first phase of needed improvements to West Antioch Creek. Improvements must be constructed, downstream of 10th Street prior to improving the upstream reaches. Construction of this phase facilitates the City of Antioch's Fourth Street widening project which will fill in part of the existing creek. The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the project. Community Development Approving Plans and Specifications and Advertise for bids for the West Antioch Creek Interim Flood Control Project April 28, 1992 Page 2 The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested parry upon request. The Board reviewed and approved the project on April 23, 1985 and certified that the Final Environmental Impact Report for the project was completed in compliance with the California Environmental Quality Act, that the Final EIR was presented to the Board and the Board reviewed and considered the information contained in it, and found that the project will have certain environmental effects and adopted the findings and mitigation measures expressed in Planning Commission Resolution 18-1985 which will mitigate those effects. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, it will not be constructed.
