SUBJECT: Approve Reverse Osmosis Unit and Well Project, County Service Area M-28, Bethel
Island. WO # 7473-6X9E68
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. APPROVE Project and DETERMINE that the project is a CEQA Class lb Categorical
Exemption.
2. DIRECT the Director of Community Development to file a Notice of Exemption with the
County Clerk.
3. DIRECT the`Public Works Director to arrange for payment of the $25.00 handling fee to
the County Clerk for filing of the Notice of Exemption.
II. Financial Impact:
County Service Area M-28 will finance the $142,000 estimated project cost from existing funds
and funds from Financial Year 1992-93.
`'`III. Reasons for Recommendations and Background:
County Service Area M-28 is responsible for the operation and maintenance of the domestic
water supply for the Willow Mobile Home Park. The park has 182 units. The water quality has
steadily diminished. Currently, the TDS levels are in violation of secondary standards per Title
22. In order to remedy the violation as well as satisfy the residents and park owner, the existing
Reverse Osmosis unite and well must be replaced.
The project has been approved by the SD 15 Citizen Advisory Committee. The park owner and
residents are anxious to complete the project as soon as possible.

The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because the project will not have a significant effect on the environment and there is no
expansion of use beyond that previously existing.
IV. Consequences of Negative Action:
The new system will, not be installed and the water quality will be in violation of Health
Department requirements.
