SUBJECT: Emergency Procurement of Temporary Replacement Structure for
Fire Station 16 at 4007 Los Arabis Drive, Lafayette.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACIQ,ROUND AND JUSTIFICATION
RECOMMENDATION
FIND and DECLARE, pursuant to Public Contract Code Section 20813 (d) for the
reasons stated below, that an emergency- exists, and that the repairs and
replacement described below are necessary to permit the continued conduct
of District emergency operations and services from Fire Station 16 located
at 4007 Los Arabis Drive in Lafayette.
AUTHORIZE the County Administrator or his representative to proceed in the
most expeditious manner, pursuant to Public Contract Code Section 20813 (d) ,
to lease or purchase modular facilities which will serve as temporary
housing during the repair or replacement of Fire Station 16.
DECLARE that the project described below is not subject to the provisions
of the California Environmental Quality Act, in that the project involves
emergency repairs to public service facilities necessary to maintain fire
and emergency medical services.
FINANCIAL IMPACT
Costs associated with the lease or purchase of temporary housing facilities
and related installation costs will be funded from existing Fire District
budgets and/or current and subsequent Special District Augmentation Fund
( SDAF) monies and/or other appropriate revenue sources per the financing
plan developed by the District and CAO' s staff.
REASONS FOR RECOMMENDATION/BACKGROUND
The current structure situated at 4007 Los Arabis Drive, Lafayette, was
found to be structurally deficient but habitable in 1989 shortly after the
Loma Prieta Earthquake. The Fire District was in the process of obtaining
funding for seismic and other improvements when signs of soil movement
beneath the structure were detected. As a result, the District
commissioned a soils engineering study which is currently underway.
In the meantime, as a result of numerous complaints from employees
concerning health and safety, County Health Services professionals
recommended that District employees be removed from the structure and
housed in temporary facilities as a precautionary measure until structural
defects have been identified and corrected.CONTINUED ON ATTACHMENT: _ YES SIGNATURE:

In order to maintain desired District response times, it will be necessary
to provide temporary replacement facilities. Station 16 employees are
currently housed at and respond from Station 15 located on Mt. Diablo
Boulevard in Lafayette - adding several minutes to desired response times.
The normal bid process to lease or purchase and install temporary
facilities would require four ( 4) months or more. By declaring an
emergency the Fire District will be able to obtain temporary replacement
facilities and resume normal operations within two ( 2) months.
