Buck, County Probation Officer � - • COSta of 's x� , �:�:_. .-1992 County April 16, �`o,. ��'`� DATE: o rTq�couN-`� P -- SUBJECT: Authorization For the Participation of the Contra Costa County Probation Department in the City of Richmond Gang Violence Suppression Program Grant Application to OCJP SPECIFIC REOUEST S)OR RECOMMENDATIONS &BACKGROUND AND JUSTIFICATION RECdMMENDED ACTIN) Authorize the Contra Costa County Probation Department to participate in the City of Richmond' s Gang Violence Suppression Program (GVSP) grant application proposal to the Office of Criminal Justice Planning (OCJP) for a one to three year period. The entire grant application seeks one to three years of funding of $500,000 per year for a three year total of $1. 5 million. The components of the program include prosecurity, probation, law enforcement, education and prevention. FINANCIAL IMPACT The grant application is in the amount of $1. 5 million. Should the award be granted, the City of Richmond would execute the appropriate agreements to designate up to $75,000 per year, or $225,000 for three years, to the Probation Department for the provision of one (1) full-time Probation Officer per year of the grant period. No County match is required. Since this is a competitive grant, there is no assurance that the City of Richmond and Contra Costa County will receive this award. If the project is funded, appropriation and revenue adjustments, as well as P. 3001s, will be submitted for Board action. REASONS FOR RECOMMENDATION. The goal of the GVSP is to help identify and eradicate gang activity in targeted areas of Richmond and San Pablo. The role of the Probation Department is to enhance probation of gang members and thereby enable them to better re-enter mainstream society. The Probation Department would also work with Familias Unidas to provide counseling and education services. Since the County has no State funding to enhance probation for gang-related cases, this funding would enable the County and affected jurisdictions to more effectively offer Probation services to alleged gang members. CONSEQUENCE OF NEGATIVE IMPACT Failure to approve this recommendation would result in the inability of the Probation Department to received up to $75,000 per year, or $225,000 over three years, to address the difficult and challenging cses of gang-related crimes. Authorization to . participate in the City of Richmond GVSP will allow for a substantial enhancement of service to the citizens of Conta Costa County. THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 28, 1992 , by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson and McPeak NOES: None ABSENT: None ABSTAIN: None f RESOLUTION NO. :924262 SUBJECT: Authorization For the Participation of the Contra Costa County Probation Department in the Grant Application to be Submitted by the City of Richmond for the Gang Violence Suppression Program (GVSP) WHEREAS, the Board of Supervisors, Contra Costa County, wishes to participate in the grant application to be submitted by the City of Richmond to the Office of Criminal Justice Planning (OCJP) for the GVSP; NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Probation Department is authorized, on its behalf, toparticipate in the attached grant application proposal to be submitted by the City of Richmond to OCJP, and is authorized to provide information as may be required to compete for the grant award. IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body.
