"lilt G "�-:' DIRECTOR OF COMMUNITY DEVELOPMENT DATE: April 28, 1992 a couH SUBJECT: Contract to Prepare the Environmental Impact Report for the Stonebridge Creek Estates Project (T 7633, RZ 2944, FDP 3003-91) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Authorize the Director of Community , Development to execute on behalf of the County a contract with the firm -of Mills Associates, in an amount not to exceed $65, 520, for the preparation of an Environmental Impact Report for the proposed Stonebridge Creek Estates Project (T 7633, RZ 2944, FDP 3003-91) . FISCAL IMPACT There is no fiscal impact to the County. The cost of the Environmental Impact Report is paid by J. Patrick Land Company, the project proponent. The proponent also pays an administrative fee (equivalent to thirty percent of the contract amount) which funds staff costs. BACKGROUND/REASONS FOR RECOMMENDATION The California Environmental Quality Act requires the preparation of an environmental impact report for a proposed project where the project is subject to a discretionary action and where there is reason to believe that the project would result in one or more significant environmental impacts. Several potentially significant environmental impacts were identif ieeby the Initial Study prepared for the proposed Stonebridge Creek Estates Project and by agencies/individuals responding-'to the Notice of Preparation.
