BRAGDON COUnty, DIRECTOR OF COMMUNITY DEVELOPMENT DATE: APRIL 28 , 1992 SUBJECT: CONTRACT WITH BROWN AND CALDWELL FOR THE ACME FILL WASTE RECOVERY AND TRANSFER STATION SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Director of Community Development to execute a separate $25, 000 contract with the firm of Brown and Caldwell for provision of technical services pertaining to the Acme Fill Waste Recovery and Transfer Station project. FISCAL IMPACT None. The cost of consultant services would be borne° by the permittee. BACKGROUND/REASONS FOR RECOMMENDATIONS The original $125, 000 contract with Brown and Caldwell, -dated July 10, 1991 (Board Order 7/9/91) , allocated $25, 000 for the Acme Fill Waste Recovery and Transfer Station project (Transfer Station) , $50, 000 for the Keller Canyon Landfill project, and $50, 000 for the Marsh Canyon Landfill project. Due to differences in the progress and status of the three projects, it is recommended that each project be covered under separate contract when the original amounts are reached. This Board action addresses the Transfer Station contract only. The Board has already authorized our department to execute a separate contract with the Keller Canyon project in an action on March 17, 1992 . The services are primarily specialized engineering and design expertise. The Transfer Station project is currently under construction and the approval to commence Phase 3 is imminent. Brown and Caldwell has provided technical expertise within the scope of the original contract and has billed this contract in full for $25, 000. Services provided in the original contract included review and substantiation of plans and drawings for Phases 1, . 2 and 3 . These phases have included the sound walls, grading, building foundations, and utilities. This separate contract, in the amount of $25, 000, will include technical services for completion of Phase 3 and review of Phase 4 . The latter phase includes design and construction of all facility buildings, landscape design, and final equipment design and layout of the transfer building.
