SUBJECT: Proclaiming the Week of April 26 to May 2, 1992
Contra Costa County Victims' Rights Week and April, 1992
and Child Abuse Prevention Month
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RESOLUTION NO. 92/253
WHEREAS, the impact of crime, especially crimes of violence
and abuse, can be devastating and may affect many areas of the
lives of victims and their families; and
WHEREAS, the escalating incidence of violent crimes plagues
some of our communities; and
WHEREAS, the public and private sectors of our county need
to act in concert to prevent crime and to support the needed
services to innocent victims of crime; and
WHEREAS, a fair and balanced criminal justice system must
ensure that the needs of innocent victims are not overlooked in
the process of the administration of justice;, and
WHEREAS, Governor Pete Wilson has proclaimed April 26 to
May 2, 1992, as Victims ' Rights Week and April, 1992, as Child
Abuse Prevention Month, and the observance of this period
provides an opportunity to increase the public's awareness of,
and sensitivity to, the problems, needs and rights of victims and
witnesses; and
WHEREAS, the abuse of children can be especially damaging to
the young victim, as well as to the total family; and
WHEREAS, the Contra Costa County Probation Department' s
Victim/Witness Program urges all citizens of Contra Costa County
who are concerned about crime victims to join together during
this period of observance to promote greater public awareness of
the need to support victims ' rights and victim services programs;

THEREFORE, BE IT RESOLVED, by the Board of Supervisors of
Contra Costa County that April 26 to May 2, 1992, be designated
Contra Costa County Victims' Rights Week and April, 1992, as
Child Abuse Prevention Month; and
BE IT FURTHER RESOLVED that the Board of Supervisors of ,
Contra Costa County re-dedicatesits energies and resources to
recognize and support the rights and needs of victims of crimes.
