SUBJECT: Federal Intermodal Surface Transportation Efficiency Act.
SPECIFIC REQUEST(S) OR RECOWENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
ACKNOWLEDGE and; APPROVE applications submitted to the Contra Costa Transportation
Authority (CCTA). for 1992 to 1994 Federal Intermodal Surface Transportation Efficiency Act
(ISTEA) funds.
II. Financial Impact:
None. However, if the applications for ISTEA funds are not approved potential federal funding
could be lost.
III. Reasons for Recommendations and Background:
The.enactment of the federal ISTEA created an opportunity to program additional funds for
transportation projects in Contra Costa County. For the three years through FY 1994, the
programming target for the entire County is $30 Million.
The Metropolitan Transportation Committee (MTC), the agency responsible under ISTEA for
allocating these funds has advised the CCTA to submit a priority list of projects for Contra Costa
County by the end of April. To facilitate this request CCTA has asked all interested parties to
submit applications for potential projects that would be eligible for ISTEA funds.
Specifically, these are two types of funding available under ISTEA. They are Surface
Transportation Program (STP) and Congestion Mitigation Air Quality (CMAQ) funds. Staff has
reviewed several projects and submitted five projects for STP funds and six projects for CMAQ
funds. They are listed below:

STP Applications:
1) Olympic Blvd. Widening of Olympic Blvd. from Tice Valley Blvd. to Newell Ave. STP
funds requested: $1,156,800.
2) Diamond Blvd. Extension. Construct two lanes of Diamond Blvd. from Concord Ave. to
Center Ave. STP funds requested: $1,179,900.
3) Stone Valley Road Widening_ Widen Stone Valley Road from 1-680 to Miranda to provide
three lanes and bike lanes. STP funds requested: $755,650.
4) U Street Widening. Widen U Street from 18th Street to 10th Street in the Antioch area.
STP funds requested: $925,700.
5) Southern Pacific Extension. Construct a two-lane facility on the Southern Pacific right-of-
way for either mixed flow or bus/HOV use. STP funds requested: $3,762,000.
CMAQ Applications:
1) Westbound HOV lane from SR24 to Pleasant Hill Road. CMAQ funds requested:
$30,000,000.
2) Oakley Park and Ride Lot. CMAQ funds requested: $1,407,000.
3) San Pablo Dam Road Median turn lane from Appian to Valley View. CMAQ funds
requested: $1,372,000.
4) San Pablo Dam Road signal interconnect from 1-80 to Milton Road. CMAQ funds
requested: $505,600.
5) Point Richmond Ferry Terminal Plan. CMAQ funds requested: $256,000.
6) Traffic Mitigation Program SR4 East Highway Projects. CMAQ funds requested: $
4,360,000
Due to the short time constraints for project submittal staff was unable to get prior approval from
the Transportation Committee and the Board of Supervisors. The projects above were
submitted for prioritization from CCTA on April 1.0, 1991.
Subsequently, the Transportation Committee has reviewed the projects submitted and
recommends that the Board approves the project list.
IV. Consequences of Negative Action:
Potential loss of federal funds for eleven transportation projects in the County.
