SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Appoint Supervisor Tom Powers as the Board of Supervisors
policy respresentative to the Altamont Pass Advisory Coalition
(APAC) .
2 . Designate the Director of Community Development as the Board' s
alternate policy representative to APAC.
3. Assign Patrick Roche, Community Development Department, as the
technical staff representative.

BACKGROUND/REASONS FOR RECOMMENDATIONS
San Joaquin County has initiated a study of commuter rail services
from the Central Valley to the Bay Area through the Altamont Pass
Corridor. They have asked for Contra Costa County' s participation
in this study effort and have invited the Board 'of Supervisors to
appoint both a policy representative and a technical representative
to their steering, committee, referred to as the Altamont Pass
Advisory Coalition . See letter to Supervisor Sunne McPeak from
Supervisor William Sousa, San Joaquin County, dated March 25, 1992
(attached as Exhibit "A") .
The Transportation Committee has reviewed this matter and
recommends that Supervisor Tom Powers be appointed as the Board of
Supervisors policy representative to the Altamont Pass Advisory
Coalition (APAC) . Supervisor Powers currently represents Contra
Costa County on the Caltrans Statewide Rail Task Force and he has
been. very active in long range rail planning with the neighboring
East Bay counties through the recently formed Greater East Bay Rail
Opportunities Coalition. It is further recommended that the
Director of Community Development serve as the Board of Supervisors
alternate policy representative on APAC. The Committee also
recommends designating Patrick Roche, Community Development
Department, as the County' s technical representative to APAC.

SUBJECT: - INVITATION TO •APPOINT REPRESENTATION TO THE:
;ALTAMONT .PASS ADVISORY .COALITION (ADAC) : . •-. : ,:, ,;
Dear Supervisor McPeak:
San Joaquin County. Council .of Governments (SJCOG) in.,cooperation
with San Joaquin County (SJCo) is preparing to examine •and
develop an •implementation and engineering plan for commuter rail
services in .the Altamont Pass. Corridor._. The passage of
Proposition 116,. the "Clean Air � and Transportation Act of 1590"..
specifies funding for improvements in the Altamont Pass
predicated on the findings of an analysis of effective rail
service. Funding for the first step ($300, 000) toward these.
improvements was approved by the California Transportation
. Commission and matched with $300,000 of San Joaquin County local
sales tax funds.
This two phase multi-jurisdictional project is intended to
implement a regional rail link from the Central Valley to the Bay
Area as soon as a plan of incremental development of the Corridor
can be completed. In order to accomplish this ambitious
objective, it is essential to provide a forum for focus toward
consensus building. Your involvement is vital to that process.
Our regions are experiencing explosive growth. A fully
integrated transportation network through -the California Corridor
accessing the Metropolitan Bay Area depends on the continued
growth and development of passenger rail services.
To. that end we are inviting participation in the Altamont Policy
Advisory Coalition (APAC) . I have been asked by the ' SJCOG to
chair the ADAC and request that you appoint a policy and a
technical representative. The first meeting will be May 4, 1992,
at 10:00 AM in Stockton. Meetings over the course of the project
will be held throughout the corridor to accommodate affected
jurisdictions and encourage active participation.

The APAC will be comprised of affected counties, cities,.
transportation planning agencies, and providers, Caltrans, the
railroads, Amtrak and the Public Utilities Commission. The APAC
. will be the policy group responsible for inter-jurisdictional
decision-making during the course of the..study work. A- technical
sub-committee will be formed from this group. Their task will be
to review and make recommendations to the APAC on the technical
work developed. by •the consultant.
Please send notice of your appointments. as soon as convenient.
You will- receive an agenda of the commencement meeting and
related materials with a membership list once all jurisdictions
have responded. The Request For Proposals was released in January
1992. ` The first meeting will introduce :the :consultant. This is
a .corridor of statewide importance and a 'major undertaking to
improve the quality of .life for us all. I look forward -to
