HomeMy WebLinkAboutMINUTES - 04211992 - H.6 H. 61 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 21, 1992 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson and McPeak NOES: None ABSENT: None ABSTAIN: None SUBJECT: Keller Canyon Landfill Rates Gary Brayton of Deloitte & Touche reviewed the Rate Report on the Keller Canyon Landfill. The Board discussed its questions with Mr. Brayton; Phil Batchelor,County Administrator, and Sara Hoffman, Senior Deputy County Administrator. The following interested persons appeared and presented their views to the Board: Tom Bruen, Suite 1020, 1990 N. California Boulevard, Walnut Creek, representing Browning Ferris Industries and the Keller Canyon Landfill Company. Jim Hicks, P. O. Box 8011 , Pittsburg, representing Citizens United. Ron Currie, 2020 Railroad Avenue, Mayor of the City of Pittsburg. Sue Rainey, Chair of the Contra Costa Joint Powers Authority -4 and Member of the Central County Solid Waste Authority (Joint Powers Agreement) , and a member of the AB 939 Task Force. Walter Funasaki, 5019 Imhoff Place, Martinez, staff member of Central Contra Costa Sanitary District. Earl Wetzel, P. O. Box 184 , Byron. The Chair read written comments from Rosemary Corbin, Richmond City Councilmember requesting the Board to extend this hearing so that the public and elected officials and the staff of franchising agencies can receive the pertinent documentation and have time to comment. Board members discussed setting interim rates and their need for further information, and otherwise considered the matter. IT IS BY THE BOARD ORDERED that the hearing on the Keller Canyon Landfill Rates is CONTINUED to April 28 , 1992 at 2:00 p.m. IT IS FURTHER ORDERED that the Keller Canyon Landfill Company is REQUESTED to submit additional information on its rate application, including justification of its requested rate of return, operating ratio, overhead rate, royalty charges and post-closure rates. IT IS FURTHER ORDERED that the Director of Community Development and the County Administrator are REQUESTED to report on interim rates, rates, royalties and various other items, and to report on the status of compliance by Keller Canyon with the conditions of approval of the land use permit.
