SUBJECT: Approve Amendment Agreements #28-517-1 and #28-517-2 with the Regents of the
University of California
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Approve and authorize the Chair to execute, on behalf of the County,
Amendment Agreement #28-517-1 (University Agreement #1369SC-02) with the Regents
of the University of California, Office of Research Affairs, San Francisco, to
extend the term of the Agreement from February 1, 1991 through January 31, 1993
for the Department's Early Periodic Screening, Diagnosis and Treatment (EPSDT)
Program.
B, Approve and authorize the Chair to execute, on behalf of the County,
Amendment Agreement #28-517-2 (University Agreement #1369SC-02) with the Regents
of the University of California, Office to Research Affairs, San Francisco, to
adjust the amount of funding for the period February 1, 1991 through January 31,
1992 from $88,890 to a new total of $27,961.65, and to adjust the amount of
funding for the period February 1, 1992 through January 31, 1993 to a new total
of $60,928.35..
II. FINANCIAL IMPACT:
Approval of these amendment agreements will provide an extension of time and
provide $60,928.35 of unused funding to be transferred from the original term of
the agreement to the term of the extension (February 1, 1992 through January 31,
1993) . No County match is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The goal of the Federally-sponsored, State-operated Early Periodic Screening,
Diagnosis and Treatment (EPSDT) Program is optimal health for low income children
by disease prevention, early detection and treatment of health problems. Case-
finding is an important means of increasing the number of eligible children who
receive health assessment services.
The Regents of the University of California inadvertently disencumbered funds for
the agreement ,period ending January 31, 1992, before all invoices could be
processed. Approval of these amendments will adjust the amount of funding to
cover costs under the prior term, and will provide funds to allow the Department
continue this program through January 31, 1993.
The Board Chair should sign five copies of each agreement, four of which should
then be returned to the Contracts and Grants Unit for submission to the Regents
of the University of California.
