RECOMMENDED ACTION: A. APPROVE a consulting services agreement with Jerry Loving Architects, Inc. , 255 Ygnacio Valley Road, Walnut Creek, for architectural services for Replacement Fire Station No. 31 Rossmoor Parkway, Walnut Creek. B. AUTHORIZE the Director of General Services to execute the agreement, with a payment limit of $26,400 .00, and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000 . 00 . The agreement will be effective August 26, 1991 and will provide for architectural services through- the Design Development Phase. In addition, the agreement will provide the Board an option to extend the architectural services beyond the Design Development Phase. II . FINANCIAL IMPACT: This agreement will encumber funds from a capital budget which has been established for the fire station. This project is a joint venture with the City of Walnut Creek and is funded by $422,500 from the City, $195,000 from the District' s development fees and $320,000 from surpluses from other District projects . This is the culmination of a complicated development project between the City and the County that has been underway for over five years . REASONS FOR RECOMMENDATIONS/BACKGROUND: A. On September 29, 1987, the Board considered a report from the County Administrator on additional fire stations and firefighters for Contra Costa County Fire Protection District. B. Subsequently, on instructions from the County Administrator, the Fire District and the General Services Department began the process for design and construction of three new fire stations, Fire Station No. 7 and Replacement Fire Station No. 3 in the Walnut Creek area, and Fire Station No. 21 in Pleasant Hill . They invited six architectural firms to interviews with an architectural selection committee. The firms were invited after consideration of various factors, including ( 1) expressions of interest submitted to the Fire District, (2) office location and (3) experience with fire station projects . The interviews were held on October 13, 1987 . C. On October 27, 1987, The Board authorized the Director of General Services to negotiate an appropriate agreement for architectural services for Stations No. 3 and No. 7 with the candidate ranked first by the selection committee. On December 8, 1987, the Board approved a consulting services agreement for Fire Station No. 7 in Walnut Creek, with Jerry Loving, Architect & Associates, Inc. , the candidate ranked first by the committee. D. Fire Station No. 7 in Walnut Creek was completed and operational in July, 1990; bids are being solicited for Fire Station No. 21; and the District wishes to proceed with design for the third new station, replacement Station No. 3 in Walnut Creek. E . The Consultant is 45% owned by minorities, 52% of the total staff is minority; 30% is female. The Consultant will spend approximately 20% of the total fee on minority subconsultants . F. The architectural services covered in this agreement include . predesign, schematic design, and design development services . The agreement includes an option to extend the agreement to include construction documents, bidding, and construction support services . G. The County must proceed with an agreement for architectural services because it does not have sufficient staff to provide the services . IV. CONSEQUENCES OF NEGATIVE ACTION: If this recommendation is not approved, the County will risk delay of a project which will be designed to increase fire protection in areas of Walnut Creek. Also, bids for construction have been exceptionally low recently; delay could jeopardize the District' s ability to take advantage of this favorable bid market. 28001B03 . 31A SJ:bg
