SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR . ARCHITECTURAL
SERVICES FOR REMODELING AT 30 AND .40 MUIR ROAD, MARTINEZ

SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1 . RECOMMENDED ACTION
A. APPROVE a consulting services agreement with Wilson, Wilson &
Associates, Inc. , 3735 San Pablo Dam Road, E1 Sobrante, for
architectural services for Remodeling at 30 and 40 Muir Road,
Martinez, for the Social Service Department. The agreement
will be effective January 23, 1992 and will provide for
architectural . services through the Construction Documents
Phase. In Addition, the agreement will provide the Board an
option - to extend the architectural services beyond the
Construction Documents Phase.
B. AUTHORIZE the Director of General Services to execute the
agreement, with a payment limit of $138,960 . 00, and to issue
written authorizations for extra work, provided that the
cumulative total extra cost for all such authorizations shall
not exceed $25,000.00 .
II . FINANCIAL IMPACT
Funds encumbered by this agreement will be covered by non-general
fund .bond proceeds.
III . REASONS FOR RECOMMENDATION/BACKGROUND
A. The District Attorney Family Support Services is scheduled to
vacate the. premises at 40 Muir Road, Martinez, in July, 1992 .
Family Support Services will be moving to new offices at 50
Douglas Drive, .Martinez.

MARTINEZ, FOR SOCIAL SERVICE DEPT.
B. The Social Service Department at 30 Muir Road, adjacent to 40
Muir Road, is crowded and the building layout and the heating,
cooling and electrical systems are obsolete. To relieve
crowding, correct building systems deficiencies and improve
worker comfort and moral, the Department intends to expand from
30 Muir Road into 40 Muir Road and to construct a connecting
circulation link between the two buildings . Also, they intend
to relieve crowding at. 1340 Arnold Drive in Martinez by moving
certain units from Arnold Drive into 40 Muir Road.
C. An agreement for the architectural services required to
implement the Department' s plans has been negotiated with the
Consultant, who also provided feasibility studies for the
project last year. The agreement describes full services,
including Schematic Design, Design Development, Construction
Documents and bidding and Construction phases of service.
D. While the agreement describes terms for full services, it
includes provisions which limit services to Schematic Design,
Design Development and Construction Documents Phases, with an
option to extend the services to subsequent phases under the
terms described, after completion of the Construction Documents
Phase. This limitation is used to accommodate cash flow
conditions .
E. The Consultant is 51 percent female owned; the structural
subconsultant is minority owned and will receive . 6 percent of
the Consultant' s fee.
F. The County must proceed with this agreement for architectural
services because it does not have sufficient staff to provide
the services .
IV. CONSEQUENCES OF NEGATIVE ACTION
If this recommendation is not approved, County staff might continue
to suffer crowded, substandard working conditions, and 40 Muir Road
will be vacant and unused until a plan for occupancy is approved.
