SUBJECT: APPROVAL OF 1992 STATE PRESCHOOL CONTRACTS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
ACCEPT AND APPROVE corrections to preschool contracts with the
following organizations to provide 1992 preschool services for the
period of February 1, 1992, through June 30, 1992 :

APPROVE and AUTHORIZE the Director, Community Services Department,
or her designee to execute the above contract documents on behalf
of the County; and AUTHORIZE the Auditor-Controller' s Office to
advance funds to Contractors pending receipt of funds from the
College District.
II . FINANCIAL IMPACT
Funds from this Contract will be added to 'the Department' s FY 1991-
92 budget. No County funds are involved with this request.
III . CONSEQUENCES OF NEGATIVE ACTION
A decision not to approve this Contract would result in the loss of
needed preschool services for approximately. 98 children and
familie,

IV. REASONS FOR RECOMMENDED ACTION
In January, 1992, the Contra Costa College District and Contra
Costa County were notified by the State Department of Education of
the award of funds to provide preschool service for 332 program
eligible children residing in Contra Costa County. Contra Costa
College, which is a designated Local Education Administration for
the County and is eligible to receive these funds, has agreed to
serve as a pass-through for the County. The County will administer
and operate the program with a network of the above-referenced
county preschool providers . The County will provide direct
preschool services to 101 children, with the remainder of 98
children being served by the contractors .
This proposed action is to correct the number of children and
contract amounts that were previously approved by the board on
January, 23, 1992 as follows :

All contracts have been reviewed and approved by County Counsel as
to form.
The advance of funds will give contractor the ability for immediate
start-up of services to children. Without advances, start-up for
this critical program may be delayed as much as four to six weeks .
IV. REASONS FOR RECOMMENDED ACTION
