RECOMMENDATION OF 1991-92 PRODUCTIVITY
ACTIVITY ENHANCEMENT PROPOSALS

RECOMMENDATION:
1 . Approve and authorize expenditure of $205,000 from the
Productivity Investment Revolving Fund for fiscal year 1991-
92 .
2 . Approve in concept the Superior Court's project to implement
two video recording systems and video storage in two
juvenile court locations .
FINANCIAL IMPACT:
Funding for these projects is available from the Productivity
Investment Revolving Fund.
BACKGROUND:
In October, 1991, the County Administrator solicited departments
for applications for the Productivity Investment program. This
year, one joint project from the Superior and Municipal Courts,
and one from Superior Court was reviewed and recommended for
approval by the Productivity Investment Fund Board. A
description of these projects is summarized below:

Superior and Municipal Courts - Centralization and Automation of
Jury Services $140,000
The objective of the Superior and Municipal Courts ' request for
$140,000 is to further streamline clerical procedures associated
with juror summoning, selection, utilization and payment with the
implementation of an automated jury management system.
Currently, jurors ' telephone and mail requests for information
and excuses are handled individually by the respective Municipal
Courts and the Superior Court Jury Services Division. This
proposal would centralize this responsibility for all courts in
the Superior Courts ' Jury Services Division. Jurors would still
be summoned to each Municipal Court site. Through remote access
to the jury management system Municipal Court staff will continue
to call the roll, print jury lists and update juror attendance
records for payroll processing. It will shift responsibility for
the majority of Municipal Court jury services functions to the
Superior Court ' s Jury Services Division.
Benefits
Centralization of jury functions is an integral component of the
Superior and Municipal Courts coordination plan in conformance
with the AB1297 mandate for Court coordination. It will reduce
the on-going cost of Court operations by reducing two vacant
Municipal Court Deputy Clerk senior level positions . It will
also give the Courts ' ability to grant transfers between and
among Municipal Courts and Superior Court (eg. , in the case of
changes of address, transportation problems) , greater uniformity
in qualifying jurors and in granting excuses and deferrals, and
the potential for improving juror utilization in all courts .
Payback will be made over a 24-month period.
Superior Court - Full Video/Audio Recording System and Tape
. Storage Unit $65,000
The Superior Court is requesting $65,000 for a video recording
system. In September, 1990, the Contra Costa Superior Court
first in stalled a video recording system in a family law
department using PIF funds . As a pilot project participant, we
were among the first California Courts to use video recording as
the official record of the Court. The video recording system
will substantially reduce the long-term cost of providing the
official Court record in one of Superior Court judicial
department. The video will produce and serve the needs of the
Court as the official court record of certain proceedings . It
will eliminate delays in preparing formal orders and the appeal
process . Copies of the video recording will be available to
attorneys for a nominal fee which will generate revenue. Payback
will be generated through salary savings, and will be repaid over
the next two years .
A third proposal from Superior Court to purchase two scaled-down
video recording systems for two Juvenile Court facilities was
also approved. However, funding will not be available until
fiscal year 1992-93, and implementation will not begin until the
Court is authorized to use video recording in juvenile court
proceedings . The total required for these video systems is
$48,000 .
These Productivity Investment Fund projects were viewed by the
County Administrator as exempt from the freeze because of the
long-term savings associated with the purchase of the equipment.
