FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS On December 171 1991, the Board approved a number of measures designed to strengthen the County's transportation demand management (TDM) program in order to comply with Measure C (1988) , the Congestion Management Program, and the Air District's proposed trip reduction rule. Among the recommendations submitted to the Board in December was a revision of the County's transportation demand management ordinance, originally adopted in 1987 . Staff was directed to review and refine the language a4form of the ordinance and return to the Board for approval. The ordinance conforms to the Contra Costa Transportation Authority's TDM policies; the objective of the ordinance is to achieve an average vehicle ridership (AVR) of 1. 3 by 1997 . 2 . The ordinance will be codified in two parts of the County Ordinance Code: Division 532 (existing development) and Chapter 82-32 (new development) . 3 . The provisions of the Pleasant Hill BART Station Area Ordinance (Ordinance 89-32) have been integrated into this ordinance.
