RECOMMENDED ACTION: Approve the extension of contract for audit services with Harn and Rowe, Certified Public Accountants for the three years ending March 31, 1992, 1993, and 1994 in the amount of $10,500 per year. II. FINANCIAL IMPACT: Harn and Rowe of Pleasant Hill , California recently submitted a proposal to conduct the annual audits for the Housing Authority for the three fiscal years ending March 31, 1992, 1993, and 1994. The all-inclusive fee for each of the annual audits is $10,500, which has been allocated in the Operating Budget for the fiscal year ending March 31, 1993. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Single Audit Act of 1984, PL98-502, significantly affected regulations involving procurement of audit services; HUD is no longer involved in the auditor selection process and housing authorities are no longer required to seek bids for audits. Our 1985 biennial audit and our 1986 through 1991 annual audits were conducted by Harn and Rowe, Certified Public Accoutants. Over the last few years, they have conducted audits of 22 other housing authorities in California. Their working knowledge of housing authority regulations and procedures minimizes the amount of staff time required to complete an audit. Harn and Rowe's proposal is at or below current rates for auditing services. They have consistently provided us with recommendations to strengthen our operations, and are familiar with our operation and financial affairs. At its regular meeting on March 16, 1992 the Advisory Housing Committee recommended to approve to extend Harn and Rowe's audit contract for the three years, 1992, 1993 and 1994. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve the award of the audit contract to Harn and Rowe, the Housing Authority would be forced to begin the procurement process again, resulting in an untimely audit for the fiscal year ending March 31, 1992 and thus violating HUD regulations.
