HomeMy WebLinkAboutMINUTES - 04141992 - 1.36 • 36 TO: BOARD OF SUPERVISORS Contra L FROM: Phil Batchelor, County Administrator CoSta Count DATE: April 9, 1992 SUBJECT: LEGISLATION: AB 2591 (Cortese) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position in SUPPORT of AB 2591 by Assemblyman Dominic Cortese, which would extend to all counties the current demonstration project which is effective in only three specified counties, designed to allow counties to operate all alcohol and drug programs as a single, coordinated program, to combine the alcohol and drug advisory boards, to combine the alcohol and drug budgets, plans, cost reports and to combine the overall administration of alcohol and drug programs at the county level . BACKGROUND: Under current law, alcohol and drug programs are administered as rather separate disciplines in most counties . Separate administrators are required for each program. Until Contra Costa County sponsored legislation in 1990 to allow combining the alcohol and drug advisory boards, separate advisory boards wer required by State law. Separate plans, budgets and cost report are still required. Increasing evidence suggests that the problems wh�ch cause addiction of one type may well lead to other forms of add�ction and that those who start out abusing alcohol often end up abusing other drugs as well . This County' s Drug and Alcohol Action Plan suggests that both sets of problems need to be addressed in a single, coordinated, countywide manner. Jackson, Barish & Assoc�ates BY DEPUTY M382 (10/88) -2- Assemblyman Dominic Cortese has introduced AB 2591 to make it easier to undertake such a coordinated approach to addressing all substance abuse problems at the local level . Under current law, three named counties are authorized as a pilot project to operate all alcohol and drug programs as a single, coordinated program, to combine the alcohol and drug advisory boards, to combine the alcohol and drug budgets, plans, cost reports and to combine the overall administration of alcohol and drug programs at the county level . AB 2591 would extend this authority to all counties . Staff believes that AB 2591 is consistent with the directions in which the Board of Supervisors has been moving for the past several years in regard to addressing substance abuse problems in the County, regardless of the form of substance abuse. It is, therefore, recommended that the Board of Supervisors indicate its support for AB 2591 . The Health Services Director indicates that he has no problems with the Board' s endorsing AB 2591 .
