Proclaim April 20th through April 2.6th, 1992 as National Community Development Week 1992 . 2 . Direct staff to communicate the County's support for the continuation of the Community Development Block Grant Program to Congress and to the U.S. Department of Housing and Urban Development. 3 . Encourage program participants to demonstrate their support for Community Development Block Grants to . Congress. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS Since the inception of the federal Community Development Block Grant Program (CDBG) in 1974, Contra Costa County has participated as an Urban County. The Program serves the unincorporated County and 14 cooperating small cities. Over the past 18 years, nearly $60, 000, 000 has been received and used through the CDBG Program to improve the quality of life and physical environment for many thousands of very low, low, and moderate income County residents. National Community Development Week occurs during a challenging period for our nation and a time .when communities throughout the country are confronted with budget shortfalls and recessionary pressures. These conditions demand that we make a strong case for continuation and expansion of an effective community development program that enables us to address the physical, economic and human services needs of our low- and moderate-income citizens. Contra Costa County's CDBG Program has produced significant positive results through a wide variety of effective activities. Continuation of this program will enable the Urban County to continue to fulfill many special needs which could not be otherwise addressed.
