MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 14, 1992 SUBJECT: FISCAL YEAR 1990-91 REPORT ON DEVELOPMENT INFRASTRUCTURE FEES AND EXPENDITURES SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: ACCEPT the attached report entitled Fiscal Year 1990-91 Report on Development Infrastructure Fees. II. Financial Impact: None. III. Reasons for Recommendations and Background: The Fiscal Year 1990-91 Report on Development Infrastructure Fees is a summary of all revenues and expenditures for the entities that have a development infrastructure fee and are administered by the Public Works Department or Flood Control District. State law, Assembly Bill No. 518, requires an annual report summarizing all fees collected and funds disbursed. The sums of the ending balances for the entities have increased from the previous year due to delays in several large projects and expenditures not expensed prior to year end. Some of these projects are Highway 4 improvements from Highway 160 to Empire Avenue, Highway 4 improvements at Discovery Bay, Empire Avenue widening, West Antioch Creek Outfall Channel, Bettencourt Curve Realignment and Detention Basin (two projects), and Willow Pass Road widening. These nine projects represent approximately $8,000,000 in expenditures. The balances for some of the entities are also higher due to their having to accumulate funds over several years to fund a specific project.
