SUBJECT: RECOMMENDATION OF REGIONAL COMMISSION FORMATION TASK FORCE
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Endorse formation of a Commission Formation Task Force, in lieu of
the proposed Commission, put forth in SD 1866 sponsored by Senator
Johnston, which would be charged with the following: '
L. A Resource Management Plan, which the Commission would
ultimately manage.
2 . Permit streamlining simplification and arbitration plan with
time frames and methods of resolution between State agencies,
by the Commission.
3 . A recommendation on composition of the ultimate Commission.
A $250, 000 loan (provided in the Johnston legislation) would
provide staffing dollars to accomplish these three charges.
The Task Force would be comprised of a 21-member task force which
could be divided into subcommittees to address the three issues. °
Composition would have the 5 supervisors, 5 city people, 5
reclamation district people, then 2 water agency people, 1 port
representative, 1 marine representative, and 2 Delta Advisory
Planning Council (DAPC) representatives. The 8 state agencies
listed in the Johnston legislation would function in a consultant
or other advisory capacity.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Senator Johnston has proposed legislation calling for a Regional
Agency in the Delta. Contra Costa County has registered concerns
with the heavy State participation in the proposed Commission,

preferring to maintain local agency authority. The DAPC was formed
for this purpose 18 years ago, and the Board recently endorsed the
preparation of a Delta Compact or expanded DAPC scenario rather
than the Commission proposed as part of the Johnston legislation.
The above-mentioned Task Force proposal was approved by DAPC and
sent to DAPC member counties for action, and submittal to Senator
Johnston's office for inclusion into the record of the March 24,
1992 hearing of the Senate Natural Resources and Wildlife
Committee.
