FROM: TRANSPORTATION COMMITTEE DATE: March 3, 1992 SUBJECT: Clean Air and Transportation Improvement Act - Proposition 116 Bicycle Funds. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: ACCEPT report on the Clean Air and Transportation Improvement Act - Proposition 116 Bicycle grant application. II. Financial Impact: None. III. Reasons for Recommendations and Background: The Delta DeAnza trail is an important regional transportation link connecting Central Contra Costa County to East Contra Costa County. When complete the trail will encompass.21 miles and extend from Concord through West Pittsburg, Pittsburg, Antioch and terminate in Oakley. The trail will also connect to the Marsh Creek Trail which will provide connection to the Town of Brentwood. On August 13, 1991 the Board of Supervisors approved the submittal of an application for Proposition 116 Bicycle Funds for partial funding of the Delta DeAnza trail. The County together with the cities of Antioch, Brentwood, Concord and Pittsburg submitted an application for $300,000 of Proposition 116 funds. The application requested $50,000 for segment 1 in Concord; $150,000 for segment 3 in West Pittsburg and $100,000 for segment 4 in Pittsburg. The remaining segments will be funded through Measure AA, Developer Fees, State Funds, Measure"C, and Navy Mitigation Money. With the proposition 116 grant and other revenues the trail is expected to be complete by 1995. March 11, 1992 Page 2 III. Reasons for Recommendations and Background (Cont.): The California Transportation Commission (CTC) evaluated all projects submitted, based on an approved set of criteria. Each project was ranked and given a corresponding score. The joint project submitted by the County was ranked third of 112 projects submitted statewide. On February 19, 1992 CTC approved the $300,000 application to construct portions of the Delta DeAnza trail. IV.
