SUBJECT: Greater Avenues for Independence (GAIN)
Plan Update for Fiscal Year 92/93
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Background:
GAIN, an education, training, and employment program, has -been
operating in Contra Costa County since May, 1988. In 1989 the
federal JOBS program was incorporated into the California GAIN
program. Due to budget constraints, Contra Costa County's
GAIN program is now serving 1400 participants. In FY 92/93
the State GAIN allocation is expected to be the same as the
91/92 allocation.
The State law and regulations governing the GAIN program are
very prescriptive regarding who to serve in GAIN if a county
is not able to serve everyone who is eligible for GAIN. The
priority groups that are set forth in the 92/93 Plan Update
take these regulations into account. Currently, GAIN is
taking in the following groups who volunteer to participate:
1. Teen parents. '
2 . Parents between 20 and 24 who do not have a high
school diploma.
3 . Individuals who have been on AFDC 36 out of the
last 60 months and whose youngest child is age 6 or
over.

Recommendation:
Contra Costa County GAIN Plan changes recommended are:
1. To add a component to GAIN called One Week Advanced
Job Club. This activity will be conducted by the
Social Service Department GAIN staff and held
during the GAIN participant's 90 Day Job Search
component activity. 90 Day Job Search is an
activity for job ready individuals that usually
follows a GAIN participant's vocational training or
education activity.
2. To continue to target teen parents who do not have
a high school education.
3. In addition to the teen parents, as funding
permits, GAIN proposes to take into the GAIN
program individuals in the following groups who
volunteer to participate in the GAIN program:
a. Custodial parents between the ages of 20
through 23 who are not exempt from GAIN
registration, who have had little or no work
experience in the preceding year, or who have
not completed high school, and are not
enrolled in a high school program, and who
volunteer to participate in GAIN.
b. Recipients of AFDC who are not exempt from
GAIN who have received AFDC for at least 36
out of the last 60 months whose youngest child
is age 6 or over.
C. Recipients of AFDC who are not exempt from
GAIN who are members of a family in which the
youngest child is within two years of becoming
eligible for aid due to age.
d. Recipients of AFDC who are not exempt from
GAIN who have received AFDC for 36 out of the
last 60 months whose youngest child is age 3
or over.
e. Custodial parents under age 24 who are exempt
from GAIN who have had little or no work
experience in the preceding year or who have
not completed high school or its equivalent.
f. Recipients of AFDC who are exempt from GAIN
registration who have received AFDC for at
least 36 out of 60 months whose youngest child
is age 6 or over.
g. Recipients of AFDC who are members of a family
in which the youngest child is within two
years of becoming ineligible for aid due to
age.
FINANCIAL IMP CT:
The GAIN allocation for FY 92/93 has been set by the State at
$4,298,023 . The county share of this allocation is expected to be
$553,897.
