HomeMy WebLinkAboutMINUTES - 03241992 - 2.6 2- (P 5 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 24, 1991 by the following vote: AYES: Supervisors Powers, Fanden, Schroder, Torlakson, McPeak NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 92/177 SUBJECT: In the matter of Approving a Joint ) Application to the California ) Integrated Waste Management Board ) for Recycling Markets Development ) Zone Designation for the Industrial) Shoreline ) Whereas, the County of Contra Costa and all of its 18 cities implemented curbside and other recycling programs; Whereas, at least three materials recovery and composting facilities are in stages of the solid waste facilities application process and are to be located within the areas along the Industrial Shoreline of Contra Costa County; and, Whereas the solid waste management system planned for Contra Costa County requires that solid wastes be processed through the materials recovery facilities prior to transfer for disposal in landfills; and, Whereas, designation of a Recycling Markets Development Zone is needed to provide encouragement for development of nearby markets for materials that will be recovered at these material recovery facilities to maximize the potential for diversion of materials and revenues from sale of recovered materials; Whereas the County of Contra Costa, the cities of Antioch, Pittsburg, Brentwood, Martinez, Hercules, Pinole, San Pablo, Richmond, and El Cerrito along with the West Contra Costa Solid Waste Joint Powers Authority and the . Delta Diablo Sanitation District are joining together to establish a Recycling Markets Development Corporation to attract private sector recycling business: investments into the areas along the Industrial Shoreline of Contra Costa County; and, Whereas the cities of Pittsburg and Richmond can augment activities underway in their currently designated Enterprize Zone areas; and, Whereas meetings with representatives of POSCO Steel Plant in Pittsburg, Chevron Oil Refinery in the Richmond area, Shell Oil Refinery in the Martinez area, and plastics lumber and crumb rubber manufacturers have taken place; and, Whereas the County of Contra Costa, the cities of Antioch, Pittsburg, Brentwood, Martinez, Hercules, Pinole, San Pablo, Richmond, E1 Cerrito along with the West Contra Costa Solid Waste Authority and the Delta Diablo Sanitation District can effectively utilize designation as a Recycling Markets Development Zone to attract private sector recycling businesses into the areas along the Industrial Shoreline of Contra Costa County; RESOLUTION NO. 92/177 NOW THEREFORE BE IT RESOLVED THAT THE COUNTY OF CONTRA COSTA finds that' solid waste practices within the boundaries are favorable for recycling business development and joins with the other jurisdictions comprising the areas along the Industrial Shoreline of Contra Costa County and with the West Contra Costa Solid Waste Authority and the Delta Diablo Sanitation District in applying to the California Integrated Waste Management Board for designation of the Industrial Shoreline of Contra Costa County as a Recycling Markets Development Zone; and, BE IT FURTHER RESOLVED THAT THE COUNTY OF CONTRA COSTA during Phase I of the Recycling Markets Development Program will implement activities to attract recycling businesses and will serve as the Lead Agency in establishing the Recycling Markets Development Corporation; and, during Phase II will continue to work with other jurisdictions in attracting recycling businesses.
